Tender Quality Score

This is a preliminary market engagement notice for office fit-out works. While generally well-structured, it lacks specific evaluation criteria and details on the formal procurement process, impacting its completeness and clarity for potential bidders.

Score Breakdown

Legal Compliance75/100

The notice is for preliminary market engagement, not a formal tender, which explains the absence of a formal procedure and detailed legal compliance elements. The provided dates are logical, and the CPV code is appropriate. However, the lack of a formal tender procedure means that aspects like reasonable deadlines for a full submission and clear dispute resolution mechanisms are not yet defined.

Clarity80/100

The description of the works is reasonably clear, outlining the scope of the office fit-out and associated installations. The AI-extracted requirements provide a good overview of technical and eligibility criteria. However, the absence of specified evaluation criteria for the future tender makes it difficult for suppliers to understand how their proposals will be assessed.

Missing evaluation criteria
Completeness70/100

Basic information such as title, organization, estimated value, and contract duration is present. The submission deadline for the market engagement questionnaire is clear. However, the notice is for preliminary engagement, and crucial details for a formal tender, such as the full tender documents, evaluation criteria, and a defined procurement procedure, are missing.

No document content available
Missing evaluation criteria
Fairness85/100

The notice is a preliminary market engagement, which is a fair way to gather information. The requirements for UK standards and project manager security clearance are specific but appear to be driven by the nature of the embassy's operations rather than favouring a particular company. Full document access is not yet applicable as it's a preliminary notice.

Practicality65/100

The notice directs suppliers to an online questionnaire for engagement, which is a practical approach for preliminary feedback. However, it lacks information on e-submission for a formal tender, contract start date is provided, and financing information is not detailed. The URL for the questionnaire is provided.

No e-submission (for formal tender)
Financing information not detailed
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and dates are populated. There are no reported disputes or suspensions. The dates provided (contract start and submission deadline for engagement) are logically ordered.

Sustainability50/100

The notice does not explicitly mention any green procurement, social aspects, or innovation focus. It is not indicated as EU funded. This suggests a lack of emphasis on sustainability criteria in this preliminary stage.

Not green procurement
No social criteria

Strengths

Clear title and reference number
Organization and estimated value specified
Description of works provided
CPV code included
URL for market engagement questionnaire provided

Concerns
