Original Tender Description

The objective of this procurement is to commission a digital competence model for public servants, based on the European DigComp 3.0 framework, but taking into account public sector job responsibilities, the operational logic of the Estonian digital state, and the Estonian and European Union legal and policy frameworks. Concurrently, a description of digital competence needs and recommended skill levels for job categories or role groups will be commissioned. Additionally, two skill-based assessment tools will be commissioned: a digital competence assessment tool for public servants (based on the created competence model) and a digital competence assessment tool for the general population (based on the European DigComp model). The assessment tools must measure actual skills through practical tasks and situation-based tests and must not rely solely on self-assessment.
