De aanbestedende overheid hecht veel belang aan een toegankelijke stad en aan een vlotte, veilige en comfortabele mobiliteit voor elke burger. In dat kader werd een reeks bushaltes op het grondgebied van de stad in kaart gebracht waar een heraanleg of aanpassing nodig is om deze doelstelling te realiseren. Daarbij wordt een onderscheid gemaakt tussen haltes waar beperkte ingrepen volstaan om de toegankelijkheid en gebruiksvriendelijkheid te verbeteren, en haltes waar een meer grondige heraanleg
