Good

Tender Quality Score

This tender for habitat improvement works is generally well-structured and compliant, with clear technical specifications and a straightforward evaluation criterion. However, some documentation formats are not machine-readable, and the sustainability aspects are limited.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement regulations, including the use of a proper CPV code and a clear procedure. Deadlines are reasonable, and there are no immediate indications of disputes. The procedure type 'E' (Open Procedure) and 'A' (Award of Contract) are standard. The mention of EU funding adds a layer of regulatory oversight.

Clarity80/100

The description of the works and their objectives is clear, with specific locations provided. The underlying projects are referenced, and the technical specifications are available. The evaluation criteria are explicitly stated as 'relative_weighting' with the lowest price receiving the maximum score, which is clear.

Completeness70/100

Most basic information is present, including the estimated value, duration, and contract start date. Key documents like the technical specification, contract draft, and price offer form are indicated as required. However, some attached documents are in formats not analyzed by AI (e.g., .zip), potentially hiding crucial details.

Some attached documents are in unanalyzed formats (.zip), potentially obscuring critical information.
Fairness85/100

The tender is open to all bidders, with no apparent tailoring to specific companies. The estimated value is disclosed, and the evaluation criterion (lowest price) is objective. E-submission and e-procurement are mandated, promoting fairness. The requirement for bidders not to involve subcontractors is a specific condition but not inherently unfair if justified.

Practicality65/100

E-submission and e-procurement are in place. A document URL for the opening place is provided. The contract start date is specified. Financing information (EU funded) is present. However, the reliance on unanalyzed document formats might hinder practical submission for some bidders.

Reliance on unanalyzed document formats (.zip) may present practical challenges for bidders.
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated. There are no indications of suspension or disputes. The dates provided (Reveal Date, Submission Deadline, Opening Date, Contract Start) are logically sequenced.

Sustainability50/100

The tender explicitly mentions 'Green Procurement' as a characteristic. However, there is no detailed information on specific social aspects or innovation requirements beyond this general label. The funding source (EU Maritime, Fisheries and Aquaculture Fund) implies adherence to EU standards, which often include sustainability, but this is not detailed within the tender itself.

Lack of specific details on social aspects and innovation beyond the 'Green Procurement' label.

Strengths

Clear technical specifications and objectives.
Objective evaluation criterion (lowest price).
Mandatory e-submission and e-procurement.
EU funding indicated, suggesting adherence to higher standards.

Concerns

Some crucial documents are in unanalyzed file formats (.zip).
Limited specific details on sustainability beyond the 'Green Procurement' label.

Recommendations

1. Ensure all essential tender documents are provided in machine-readable formats.
2. Elaborate on specific green procurement, social, and innovation requirements to provide clearer guidance to bidders.
