75%
Estimated Win ProbabilityModerate Fit

This tender focuses heavily on price for accessibility improvements in three public buildings. A winning strategy will prioritize cost-efficiency and demonstrate a clear understanding of the technical requirements, while leveraging the Hankepass for streamlined submission. Differentiation will come from meticulous cost control and efficient project execution.

Key Winning Messages

Cost-Effective Accessibility Solutions: Delivering high-quality, compliant accessibility upgrades at the most competitive price.

Streamlined and Compliant Bid Submission: Ensuring a flawless submission process with accurate documentation, minimizing risk of exclusion.

Key Opportunities
The tender's sole evaluation criterion is price, creating a direct path to winning for the lowest bidder.
The Hankepass simplifies initial eligibility checks, allowing bidders to focus on technical and price aspects.
The limited scope and clear technical requirements for each object allow for focused cost estimation.
Key Challenges
Intense price competition due to 100% price weighting.

Conduct thorough cost analysis, identify all potential cost savings in materials and labor, and consider efficient construction methods. Explore bulk purchasing opportunities if applicable.

Potential for errors or omissions in the Hankepass or price quotation table leading to disqualification.

Dedicate sufficient resources to accurately complete the Hankepass and Annex 1. Implement a rigorous internal review process involving multiple team members before submission.

The contracting authority reserves the right to use a reverse procedure, which could impact negotiation dynamics.

Be prepared for a reverse procedure by having a clear understanding of your absolute lowest acceptable price. Understand the potential implications of this process on your profit margins.

Ideal Bidder Profile
A small to medium-sized construction company with proven experience in public building renovations, specifically accessibility upgrades. They should possess strong cost management capabilities, a streamlined procurement process, and the ability to quickly and accurately complete the Hankepass. Local presence or understanding of the Kohtla-Järve area would be a minor advantage.
Key Requirements
Submission of a complete and accurate Hankepass (tender pass).
Adherence to technical specifications for accessibility improvements (accessible WC, automatic doors, ramps).
Accurate and detailed price quotation table (Annex 1).
Compliance with rules for joint bidders, trade secrets, and subcontractors (Vastavustingimused).
Key Discriminators
Exceptional cost control and efficiency in execution, allowing for a significantly lower bid while maintaining quality.
A perfectly completed Hankepass and Annex 1, demonstrating meticulous attention to detail and a low-risk profile.
Social Value Opportunities
While not explicitly required, consider a brief statement on commitment to local employment or responsible waste management during construction, if it can be achieved without increasing costs. This could be a subtle differentiator if competitors do not mention it.
Bid Focus Areas
Bid Price (excluding VAT)100.0%

Achieve the lowest possible price by meticulously detailing all costs, optimizing material sourcing, and employing efficient construction methodologies. Ensure the price is competitive but also sustainable for the bidder.
