Open Procedure

An open procedure is a procurement process in which any interested supplier may submit a full bid in response to the published notice. There is no pre-selection stage — evaluation is done on the tenders received.

The open procedure is the most straightforward and widely used route. It maximises competition because there is no shortlisting, but it can mean the authority evaluates a large number of bids. Suppliers should prepare a complete response, since everything is assessed in a single stage.
