Tender Quality Score

This tender for publishing services exhibits significant deficiencies in legal compliance, clarity, and fairness due to restricted document access and the critical absence of specified evaluation criteria. While basic information and requirements are mostly clear, these fundamental flaws undermine the integrity and competitiveness of the procurement process.

Score Breakdown

Legal Compliance35/100

Legal compliance is severely compromised by the flagged issues of restricted document access and the critical absence of evaluation criteria, which are fundamental requirements for an open procurement procedure. Deadlines are reasonable, and the CPV code is appropriate.

Restricted document access
Missing evaluation criteria
Clarity55/100

The description of services and requirements are generally clear. However, the critical absence of specified evaluation criteria creates significant ambiguity for bidders regarding how their offers will be assessed, severely impacting overall clarity.

Missing evaluation criteria
Completeness65/100

While most basic information and requirements are provided, the absence of evaluation criteria makes the tender fundamentally incomplete for bidders to formulate a fully compliant and competitive offer.

Missing evaluation criteria
Fairness35/100

The 'Restricted document access' and 'No evaluation criteria specified' issues are major impediments to fairness and transparency, directly hindering equal treatment and objective assessment of bids. Requirements do not appear tailored to a specific company.

Restricted document access
Missing evaluation criteria
Practicality75/100

Electronic submission is indicated as supported, which is a positive aspect. The 60-month contract duration for a book publishing project seems unusually long, potentially indicating a framework agreement not explicitly stated, which could affect practical planning.

Contract duration (60 months) seems unusually long for a single book publishing project, potentially indicating a framework agreement not explicitly stated.
Data Consistency90/100

Most key data fields are consistently populated, and dates are logical. A minor inconsistency exists between the 'E-Procurement' characteristic and the automated check's 'No e-submission' flag.

Contradiction between 'E-Procurement' characteristic and 'No e-submission' automated check.
Sustainability30/100

The tender documents do not include any explicit references to green procurement, social aspects, or innovation criteria, indicating a missed opportunity for incorporating sustainability principles.

Absence of green, social, or innovation criteria.

Strengths

Clear description of the required services.
Open procedure type promoting competition.
Estimated value is disclosed, ensuring transparency.
E-Procurement characteristic indicates modern submission methods.
Most basic tender information is consistently populated.

Concerns

Critical absence of specified evaluation criteria, hindering fair assessment.
Restricted document access, limiting transparency and equal opportunity.
Contract duration of 60 months seems unusually long for a book publishing project, potentially lacking clarity on scope.
Lack of explicit sustainability (green, social, innovation) considerations.
Contradiction regarding e-submission between characteristics and automated checks.

Recommendations

1. Immediately publish all tender documents with full, unrestricted access to ensure transparency and legal compliance.
2. Clearly define and publish the evaluation criteria, including weighting, to enable fair and objective assessment of bids.
3. Clarify the rationale for the 60-month contract duration, specifying if it's a framework agreement or includes ongoing services beyond the initial book.
