Transport UK runs train operators East Midlands Railway and West Midlands Railway (including its sub-brand, London Northwestern Railway), as well as the MerseyRail concession in a 50:50 joint venture with Serco. It operates Transport UK London Bus services with 700 buses on over 47 London routes, has recently invested in a major new depot and will shortly introduce electric buses on a number of its routes. Midlands Limited is pleased and proud to be the operator of EMR. It's our vision to drive the East Midlands towards a brighter future, working in partnership to connect cities, support communities and create easier journeys for everyone. EMR operates 21x Class 360 Electric Multiple Units between Corby and London St Pancras. The fleet is maintained at Bedford Cauldwell Depot; heavy maintenance, and a forthcoming fleet refurbishment, will be undertake at Siemens' depot at Northampton Kings Heath - Therefore, the units will require movement to and from Kings Heath for these maintenance events. The Class 360s are a 4 car EMU, built by Siemens under the Desiro Classic series of trains. They are fitted with Dellner 12 couplers at a height of 925mm above Rail level. Braking is available through the electrical head via either PWM signal or 3 step braking with enhanced emergency braking. Suppliers are requested to provide EMR with a proposal for the movement of Class 360 units between Kettering Depot Sidings and Northampton Kings Heath Depot. Additionally, we require the option for collection/delivery between Northampton Kings Heath Depot and Cricklewood A-E sidings. EMR recognises that markets and businesses are changing at an ever-increasing pace. The requirements detailed in this document are, therefore, the minimum acceptable to EMR and the Supplier should consider where they are capable of development of services within their offer in order to meet EMR's requirements. Aims In delivering this contract, EMR requires the Supplier to undertake the following: • Safe Transportation - ensure the safe movement of Class 360 train sets, adhering to all safety regulations and standards and without damage • Timely delivery - planning and co-ordination to meet delivery schedules • Cost Efficiency - minimising costs whilst maintaining high standards of service • Flexibility and Adaptability - able to adapt to changing circumstances • Environmental Considerations - reducing the environmental impact through efficient logistics and use of eco-friendly practices.

Tender Quality Score

This tender provides a clear description of the required service and technical specifications but is critically deficient in formal documentation, evaluation criteria, and comprehensive requirements, severely hindering transparency and fairness.

Score Breakdown

Legal Compliance100/100

The tender lacks fundamental elements for legal compliance, including detailed eligibility criteria, explicit mandatory exclusion grounds, and, most critically, any attached tender documents or defined evaluation criteria. This absence creates significant legal risk and uncertainty.

No attached tender documents
Missing detailed eligibility criteria
Clarity40/100

The description of the service, including the specific train type (Class 360 EMUs) and required routes, is clear and technically detailed. However, the clarity of the procurement process itself, including submission instructions and evaluation methodology, is severely compromised by the lack of documentation.

Unclear submission process due to missing instructions
Absence of evaluation methodology and criteria
Completeness83/100

The tender is highly incomplete. It entirely lacks attached documents, detailed eligibility and financial requirements, specific submission instructions beyond a general request for a proposal, and comprehensive evaluation criteria, which are essential for a robust procurement.

No attached tender documents
Missing detailed eligibility requirements
Fairness60/100

The absence of detailed eligibility, financial, and evaluation criteria, coupled with no attached tender documents, makes it impossible to ensure a fair and equitable process. The 'Restricted' procedure implies pre-qualification, but no criteria for this are provided, raising concerns about transparency and potential for subjective assessment. No explicit tailoring for a specific company is evident, but the lack of transparency is a significant concern.

Lack of transparent evaluation criteria
Potential for subjective assessment due to missing formal documentation
Practicality40/100

From a supplier's perspective, responding to this tender would be highly impractical and challenging due to the severe lack of information. Preparing a comprehensive and competitive proposal without clear guidelines, evaluation criteria, or full tender documents is an unreasonable expectation.

Difficult for suppliers to prepare a compliant and competitive proposal
High administrative burden for bidders due to missing instructions
Data Consistency100/100

The provided textual information regarding the service description and technical specifications of the Class 360 EMUs is internally consistent. However, the overall lack of comprehensive tender data (documents, full requirements) limits the ability to perform a thorough consistency check across the entire procurement package.

Limited data available for comprehensive consistency verification
Sustainability25/100

The tender positively highlights an 'Innovation Focus' and includes requirements for 'eco-friendly practices' and 'reducing environmental impact'. This indicates an intent towards green procurement. However, the absence of specific metrics or evaluation criteria for these aspects makes their assessment and weighting unclear.

Lack of specific metrics or evaluation criteria for assessing eco-friendly practices and environmental impact reduction

Strengths

Clear and detailed description of the required service and technical specifications of the Class 360 EMUs.
Explicit mention of 'Innovation Focus' and inclusion of environmental sustainability requirements.
Clearly defined routes for train movements (Kettering to Northampton, optional to Cricklewood).
Reasonable contract duration (24 months) and estimated value (2.4M EUR).

Concerns

Complete absence of any attached tender documents, which is a critical flaw.
Missing comprehensive evaluation criteria, making it impossible for bidders to understand assessment methods.
Lack of detailed eligibility, financial, and specific submission requirements.
Significant transparency concerns due to the 'Restricted' procedure without clear pre-qualification details or full documentation.
High potential for subjective assessment given the lack of formal criteria and documentation.

Recommendations

1. Immediately publish a complete set of tender documents, including detailed instructions for bidders, full terms and conditions, and all annexes.
2. Clearly define and publish comprehensive evaluation criteria, including weighting for technical, financial, and sustainability aspects, to ensure fairness and transparency.
3. Provide explicit eligibility and financial requirements, along with clear mandatory exclusion grounds, to guide potential suppliers effectively.
