Original Tender Description

The objective is to design an additional school expansion for the Kindluse School sports hall and to plan the surrounding area. The design work is planned to be organized as a general contracting. On 21.04.2025, the public procurement "Kindluse School Expansion Design" was published, reference number 294134. During the design work, it became apparent that the initially planned scope of the expansion is insufficient. Therefore, it is necessary to increase the scope of the planned expansion by approximately 50% compared to the initial terms of reference. Consequently, the design work will be commissioned through two separate tenders, in accordance with the principle set out in Section 1 of § 28 of the Public Procurement Act, according to which the contracting authority may divide the procurement into parts and order services separately only if, upon conclusion of the procurement contract, the procedure applicable to each part corresponds to the summed estimated value of all parts.

Tender Quality Score

This tender for architectural and engineering design services for a school expansion is generally well-structured, with clear objectives and a reasonable estimated value. However, the extensive use of zipped files for technical documentation presents a significant accessibility barrier.

Score Breakdown

Legal Compliance75/100

The tender adheres to standard procurement procedures, including clear CPV codes and a defined procedure type. Deadlines appear reasonable within the context of the submission period. The financing condition is clearly stated. No immediate legal compliance issues are apparent from the provided data.

Clarity80/100

The tender's objective and scope are clearly described, including the rationale for the split from a previous tender. Requirements are generally documented, although the accessibility of detailed technical specifications is hampered by file formats. Evaluation criteria are stated as relative weighting, with price being the primary factor.

Completeness70/100

Most basic information is present, including estimated value, duration, and deadlines. However, the sheer volume of technical documentation provided in inaccessible formats (e.g., .zip, .7z, .dwg) significantly impacts the completeness of usable information for potential bidders.

Extensive use of zipped files for technical documentation.
Fairness85/100

The tender is conducted via e-procurement, and the estimated value is disclosed. Criteria are objective (price-based weighting). There are no obvious requirements tailored to specific companies. Full document access is hindered by file formats.

Accessibility of technical documentation is limited due to file formats.
Practicality65/100

E-submission is indicated. The contract start date is not explicitly stated but can be inferred from the contract duration. Financing conditions are detailed. The contract duration is clearly specified. However, the impracticality of accessing numerous technical documents in zipped formats reduces overall practicality.

Inaccessible file formats for technical documentation.
Data Consistency90/100

Key fields such as title, reference, organization, value, and deadlines are populated. Dates are logical and consistent. There are no indications of suspension or disputes. The tender status is clear.

Sustainability50/100

The tender mentions 'Green Procurement' as a characteristic, but no specific social aspects or innovation focus are detailed in the provided text. It is not explicitly stated as EU funded.

Lack of detailed social or innovation criteria.

Strengths

Clear tender objective and scope.
E-procurement platform utilization.
Disclosure of estimated value.
Defined contract duration and financing conditions.

Concerns

Extensive use of zipped files for technical documentation hindering accessibility.
Limited detail on sustainability and innovation aspects beyond a general mention.
Previous tender split rationale could be more detailed.

Recommendations

1. Provide technical documentation in more accessible formats (e.g., PDF, DOCX) or ensure clear instructions for unzipping and accessing all files.
2. Elaborate on the specific green procurement criteria and any social or innovation requirements.
3. Consider providing a consolidated summary of the technical specifications if the individual files are numerous and complex.
