Original Tender Description

An information system being developed for the collection, processing, and publication of cultural sector datasets. The goal of the development procurement is to enhance the Ministry of Culture's data-driven policy-making and management capabilities and to improve the availability and reusability of open data in the cultural sector. As a result of the public procurement, the Ministry of Culture will conclude a framework agreement with one provider. The total duration of the framework agreement service period is 48 months and it consists of stages for detailed analysis, development, and maintenance and administration services. The durations of specific stages will be specified based on the detailed schedule prepared by the provider. The offered service must comply with the non-functional requirements of the KuM administration area (Annex 5) and the technological profile of the KuM administration area (Annex 6).

They must possess a strong understanding of Estonian public sector data standards, legislation, and a team with demonstrable expertise in relevant technologies and project management methodologies. Experience with Estonian cultural sector data and reporting requirements is a significant advantage.
Key Requirements
Adherence to Ministry of Culture's Technological Profile (Lisa_6)
Compliance with Non-Functional Requirements (Lisa_5)
Demonstrated understanding of Estonian cultural sector data (Loomemajanduse kaardistus 2025, Andmete_kogumise_analüüs, Rahastusandmete_analüüsi_lõpparuanne)

Commit to providing training and capacity building for Ministry staff on using and interpreting the dashboard's data, fostering data literacy within the organization.
Propose to make anonymized and aggregated data from the dashboard publicly available (where appropriate and legally permissible) to support research, innovation, and citizen engagement in the cultural sector.
Prioritize the use of sustainable development practices in the software development lifecycle, including energy-efficient coding and cloud infrastructure.
Bid Focus Areas
Quality of the Project PlanHighest

Develop a detailed, realistic, and innovative project plan. This should include a clear methodology, phased approach, robust risk management strategy, stakeholder engagement plan, and a timeline that demonstrates feasibility. Showcase how the plan will deliver on all functional and non-functional requirements, and how it will adapt to evolving needs over 48 months. Emphasize proactive communication and collaboration.

Cost of Detailed Analysis

Provide a competitive yet realistic cost for the initial detailed analysis phase. This phase is critical for setting the foundation for the entire project, so over-discounting could signal a lack of thoroughness. Justify the cost based on the complexity of understanding the diverse data sources and stakeholder needs.

Hourly Rate for Development Work

Benchmark against market rates for experienced developers in Estonia. Offer a competitive rate that reflects the required expertise and the long-term nature of the contract. Consider offering tiered rates for different skill levels if applicable and allowed.

Monthly Fee for Maintenance and Administration

Present a clear and value-driven maintenance and administration plan. This should include service level agreements (SLAs) for response and resolution times, proactive monitoring, regular updates, and security patching. The fee should reflect the comprehensive support provided over the 48-month period.

Financing condition is vague.
Fairness85/100

The tender promotes fairness through full document access and disclosure of value. Objective criteria are used for evaluation, and e-procurement is mandated. The requirement for a single supplier for this specific development is justified, and the maximum participant limit of one is acceptable given the nature of a framework agreement for a single system development.

Practicality65/100

E-submission is mandated, which is practical. However, the financing condition is not fully detailed, and the contract start date is not explicitly provided, requiring reference to the framework agreement. The reliance on attached documents for key details can sometimes reduce immediate practicality.

Clear technical and functional requirements.
Well-defined evaluation criteria.
Mandatory e-submission and e-procurement.
Justification for single supplier.

Concerns

Vague financing condition.
Contract start date not explicitly stated.
Limited detail on sustainability criteria implementation.
