Cilj nabavke za razvoj je jačanje kapaciteta Ministarstva kulture za donošenje politika zasnovanih na podacima i upravljanje, kao i poboljšanje dostupnosti i ponovne upotrebe otvorenih podataka u kulturnom sektoru. Kao rezultat javne nabavke, Ministarstvo kulture će zaključiti okvirni sporazum sa jednim ponuđačem. Ukupno trajanje perioda pružanja usluga okvirnog sporazuma je 48 meseci i sastoji se od faza detaljne analize, razvoja, kao i usluga održavanja i administracije. Specifična trajanja faza će biti precizirana na osnovu detaljnog rasporeda koji pripremi ponuđač. Ponuđena usluga mora biti u skladu sa nefunkcionalnim zahtevima administrativne oblasti KuM (Aneks 5) i tehnološkim profilom administrativne oblasti KuM (Aneks 6).
