Original Tender Description

The subject of the framework agreement to be concluded is the testing and development of PRIA information systems data exchange and integration solutions. The first subject/work within the framework agreement will be the creation/development of a software solution that enables the automatic transfer of animal data from farm software (e.g., DairyComp 305) into PRIA information systems, thus reducing manual entry and improving data quality. In addition, the subject of the framework agreement includes all associated, not yet known additional works, i.e., additional software development and/or maintenance works.

70%
Estimated Win ProbabilityModerate Fit

This tender seeks a framework agreement for testing and developing PRIA's information system data exchange and integration solutions, with an initial focus on automating farm software data integration. A winning bid will emphasize technical expertise in software development, adherence to PRIA's methodologies and standards, and a competitive hourly rate. Demonstrating a strong, experienced core team and a clear understanding of the innovative aspects will be crucial.

Key Winning Messages

Expertise in seamless data integration and quality improvement for agricultural systems.

Commitment to PRIA's development standards and security protocols.

Cost-effective and high-quality software development services.

Key Opportunities
Leverage the 'Innovative Aspects' mentioned in the tender to propose forward-thinking solutions for farm data integration.
Focus on the initial project's clear objective: automating farm software data into PRIA systems, demonstrating a clear understanding of the immediate need.
Highlight experience with ISO 27001 compliance and secure software development practices to meet stringent security requirements.
Demonstrate a deep understanding and ability to integrate with PRIA's specific development methodology and design system (Figma).
Key Challenges
The evaluation criteria are not specified, making it difficult to optimize the bid's focus.

Assume a balanced evaluation of technical capability and cost. Prioritize meeting all mandatory requirements and clearly articulating the value proposition for both technical excellence and competitive pricing. Seek clarification if possible.

The estimated value is relatively low (300,000 EUR) for a 36-month framework, suggesting a need for highly efficient service delivery and competitive hourly rates.

Develop a lean operational model and a highly competitive unified hourly rate. Focus on demonstrating efficiency and value for money throughout the proposal.

The requirement to adhere to PRIA's specific Figma design system and development methodology requires a thorough understanding and potential adaptation.

Thoroughly review all provided documentation (e.g., 'Raamlepingu nr 305313 ITO lisa 6 MATS stiiliraamat', 'Raamlepingu nr 305313 ITO lisa 4 Tarkvaraarenduse metoodika'). If possible, conduct a brief internal training or knowledge-sharing session for the core team on these specific requirements.

Ideal Bidder Profile
An IT services company with proven experience in software development, integration, and testing, particularly within public sector or regulated environments. The ideal bidder will have a strong understanding of data management, information security (ISO 27001), and agile development methodologies. Experience with agricultural data or similar complex data integration projects would be a significant advantage. The company must also demonstrate a commitment to adhering to specific design systems (Figma) and development processes.
Key Requirements
Adherence to PRIA's public Figma design system and components.
Compliance with information security requirements based on ISO/IEC 27002:2017.
Compliance with PRIA's software development methodology (processes, roles, management).
Submission of detailed core team (analyst, project manager, programmer) experience and education data.
Statement of a unified hourly rate.
Confirmation of no sanctions or association with the Russian Federation.
Technical requirements and best practices for software development and testing (version control, security, code quality).
Cross-functional requirements for data management, development, and architecture.
Key Discriminators
Demonstrated experience in automating data flows from farm management software to government systems.
Proactive proposals for enhancing data quality and security beyond the minimum requirements.
A highly experienced and well-aligned core team with specific expertise in the required technologies and methodologies.
A clear and compelling demonstration of understanding and commitment to PRIA's specific development processes and design standards.
Social Value Opportunities
While not explicitly required, consider a subtle commitment to knowledge transfer or training for PRIA staff on the developed solutions, enhancing long-term sustainability and capacity building within the authority.
Bid Focus Areas
