Tender Quality Score

This tender for live streaming services is moderately structured with clear service requirements and an explicit award criterion, but it has notable omissions regarding mandatory legal grounds and a financial value inconsistency.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV codes appropriately, and there are no disputes. However, the explicit absence of mandatory exclusion and eligibility grounds is a significant legal oversight, and the missing reveal date impacts transparency.

No explicit mandatory exclusion grounds provided.
No explicit eligibility requirements provided.
Clarity80/100

The service description and technical requirements are clear and unambiguous. The evaluation criterion (price as sole award criterion) is explicitly stated, enhancing clarity. However, the absence of explicit legal and eligibility requirements reduces overall clarity for potential bidders.

Lack of explicit mandatory exclusion and eligibility requirements.
Completeness70/100

Basic information such as title, organization, deadlines, value, and duration are provided. However, the tender is incomplete due to the explicit absence of mandatory exclusion and eligibility grounds. The mention of 'Divided into Parts' lacks further detail, and there's a discrepancy in the estimated value currency.

Missing explicit mandatory exclusion grounds.
Missing explicit eligibility requirements.
Fairness85/100

The tender promotes fairness through disclosed value, e-procurement via the Due North portal, and generic technical requirements. The 'price is the sole award criterion' is transparent. A minor concern is the relatively short window for registering interest to access full documents, which could slightly limit participation.

Relatively short window for registering interest to access full tender documents (Feb 6 to Feb 27).
Practicality65/100

Electronic submission is supported, and key contract dates (start, duration) are clear. However, a direct public URL for tender documents is not provided, requiring registration first, and detailed financing information beyond the estimated value is absent.

No direct public URL for tender documents (requires registration).
Limited detailed financing information beyond estimated value.
Data Consistency70/100

Most key fields are populated, and dates are logical. However, there is a significant inconsistency in the estimated contract value (EUR vs GBP). The 'Liable Person' field is empty, and procedure codes are missing. There's also an internal contradiction in the provided analysis data regarding evaluation criteria.

Inconsistency in estimated contract value (36,000 EUR vs £30,000).
Missing 'Liable Person' and procedure codes.
Sustainability20/100

The tender shows no explicit focus on green procurement, social aspects, or innovation. It is a standard service procurement without sustainability considerations.

No green procurement criteria.
No social criteria.

Strengths

Clear service description and technical requirements.
Explicitly stated award criterion (price).
Electronic submission supported via dedicated portal.
Value and key contract dates are disclosed.
CPV code is appropriate.

Concerns

Absence of mandatory exclusion and eligibility grounds.
Inconsistency in estimated contract value (EUR vs GBP).
Lack of sustainability, social, or innovation criteria.
Missing tender reveal date and 'Liable Person' details.
Limited detail on how the tender is 'Divided into Parts'.

Recommendations

1. Include explicit mandatory exclusion and eligibility grounds to ensure legal compliance and clarity for bidders.
2. Clarify and standardize the estimated contract value, ensuring consistency across all tender documents.
3. Consider incorporating sustainability, social, or innovation criteria to align with modern procurement best practices.
