Original Tender Description

Transport for London (TfL) will be issuing a Tender for the Design and Build of Depot Fire Hydrants, at 2 depots which are Queens Park Sidings and Triangle Sidings. An MSQ was published on the 05/11/2025, with the procurement identifier (OCID): ocds-h6vhtk-051a98 which obtained market feedback and supplier appetite, capability and capacity. TfL selected the suppliers who engaged and expressed an interest for the Tender Stage. The results from the findings were used to help shape the procurement strategy. The purpose of the contract is for the design and build of Depot Fire Hydrants at 2 locations listed above whilst ensuring value for money. The currently installed hydrant systems at certain depots do not meet current regulations and British Standards (BS) due to the age of the systems, so an upgrade is required as the readings at the locations tested were below the levels stipulated in BS and TfL standards. In case of a fire, the system is unable to supply water at the required pressure and flow rate to extinguish fires. The requirement of the procurement is to appoint a principal contractor to undertake works to ensure that fire hydrant systems at the 2 locations are fully operable, in good working condition and in full compliance with relevant safety legislations associated with the hydrant system - BS and TFL standards. Please note the value published at MSQ has reduced as the business descoped (North Shed of Queens Park) part of the works to be carried out.

Tender Quality Score

This tender for the Design and Build of Depot Fire Hydrants is generally well-structured, with clear technical requirements and a disclosed value. However, it lacks explicit evaluation criteria and details on submission methods, impacting practicality and potentially fairness.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with basic legal requirements, including a clear CPV code and a stated procedure. Deadlines are provided, though the submission deadline might be considered tight given the scope. No disputes are indicated. The procedure is 'Below threshold - open competition', suggesting adherence to relevant regulations for this procurement type.

Clarity80/100

The description of the required works is clear, detailing the need for design and build of fire hydrants to meet current regulations and British Standards. Technical requirements are well-defined, including operational readiness and compliance. The reason for the upgrade (non-compliance with BS and TfL standards) is clearly stated.

Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, contract duration, and start date. However, the absence of specific mandatory exclusion grounds and detailed eligibility requirements (beyond selection for the tender stage) leaves some gaps. Crucially, evaluation criteria are missing, which is a significant omission.

Missing mandatory exclusion grounds
Missing specific eligibility requirements
Fairness85/100

The tender is an open competition, which promotes fairness. The value is disclosed, and the process of using market feedback to shape the strategy is positive. However, the lack of publicly specified evaluation criteria means suppliers cannot be certain how their bids will be assessed, potentially impacting perceived fairness. The selection of suppliers for the tender stage, while based on prior engagement, could be seen as a pre-qualification step that limits broader competition if not managed transparently.

No evaluation criteria specified
Practicality65/100

The tender specifies a submission deadline and contract duration. However, it lacks information regarding the e-submission process, which is a common and expected feature in modern procurement. The absence of document URLs for tender documents is also a practical drawback. Financing information is not explicitly detailed.

No e-submission specified
No document URLs provided
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated. The contract start date (2026-09-22) is logically after the submission deadline (2026-04-15). There are no indications of suspension or disputes. The reduction in value from the MSQ is explained, contributing to consistency.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is also not indicated as EU funded. This suggests a lack of emphasis on sustainability criteria within this specific procurement notice.

No green procurement mentioned
No social aspects mentioned

Strengths

Concerns

Recommendations

1. Specify clear evaluation criteria to enhance fairness and transparency.
2. Provide details on the e-submission platform and access to tender documents.
3. Consider incorporating sustainability or innovation elements if applicable to the project.
