Original Tender Description

Blackpool Council is looking to appoint a single supplier to provide the SENDIASS service, with the aim of promoting independence and self-advocacy for children, young people and parents. The most recent data shows that the service delivers around 350 casework interventions per quarter. This is an estimate based on current demand and there is the potential for this to increase (or decrease) over time. The Provider must retain flexibility to respond to changes in volume as needs or statutory requirements evolve, within the proposed service delivery offer. A full scope of the Contracting Authority's requirements is provided with the tender documents. It is anticipated that the contract term will be from 01 July 2026 to 30 June 2029, with the option to extend incrementally for a period of 2 years (subject to contract review and budget availability). The anticipated contract budget is £135,600 (ex VAT) per annum.

This tender for SENDIASS services is generally well-structured with clear objectives and financial information, but lacks specific evaluation criteria and details on e-submission, impacting its overall practicality and transparency.

Score Breakdown

Legal Compliance75/100

The tender adheres to open procedure and provides a CPV code. Deadlines appear reasonable given the context. No disputes are noted. Regulatory compliance is assumed but not explicitly detailed. The primary concern is the absence of specified evaluation criteria, which could indirectly affect legal compliance if not addressed in the full tender documents.

Missing evaluation criteria
Clarity80/100

The description of the service and its aims is clear. Key requirements such as flexibility in volume response and the objective of promoting independence are well-articulated. The scope of requirements is stated to be in the full tender documents, which is standard practice.

Completeness70/100

Basic information like title, organization, estimated value, and contract duration is present. However, the lack of content for the attached tender documents is a significant gap, preventing a full assessment of completeness. The AI-extracted requirements are based on the limited text provided.

No document content available
Fairness85/100

The tender is an open procedure, suggesting broad access. The estimated value is disclosed. Requirements are generally objective, focusing on service delivery capabilities. There is no indication of tailored requirements for specific companies. The lack of explicit mention of e-procurement platform usage is a minor point.

Practicality65/100

The tender specifies a contract start date and duration. Financing information (annual budget) is provided. However, the absence of explicit e-submission details and the lack of accessible document content hinder practical assessment. The deadline, while active, is relatively short for a comprehensive tender.

No e-submission specified
No document content available
Data Consistency90/100

Key fields such as title, organization, value, and dates are populated. There are no reported suspensions or disputes. The dates provided (submission deadline, contract start, contract duration) are logically consistent.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, or innovation within the provided text. The tender is not indicated as EU funded. This suggests a lack of focus on sustainability criteria.
