Tender Quality Score

This tender for air conditioning maintenance is generally well-structured with clear requirements and a defined process. However, it lacks specific evaluation criteria and details on sustainability aspects.

Score Breakdown

Legal Compliance75/100

The tender follows an open procedure and specifies a CPV code. Deadlines are provided, though the submission deadline relative to the contract start date could be tighter. No disputes are noted. Regulatory compliance is assumed but not explicitly detailed.

Clarity80/100

The description of services is clear, outlining the scope of work and the types of systems to be maintained. Requirements for experience and specific servicing are documented. However, the absence of specified evaluation criteria introduces ambiguity.

Missing evaluation criteria
Completeness70/100

Most basic information is present, including estimated value, contract duration, and start date. However, the tender documents themselves are not accessible directly, requiring registration and interest, which impacts the completeness of information available at first glance. The value is disclosed, but the range provided is specific.

No document content available
Fairness85/100

The tender is open, and the value is disclosed. The use of an e-procurement portal (ProContract) promotes fairness. Requirements are generally objective, and there are no obvious signs of tailoring to specific companies. Access to documents is conditional on registration.

Practicality65/100

E-submission via ProContract is mandated, which is practical. A document URL is provided for the portal. The contract start date is specified. Financing information is not explicitly detailed beyond the estimated value. The duration is clear.

No e-submission (direct link to documents)
Data Consistency90/100

Key fields such as title, reference, organization, value, and deadlines are populated. Dates are logical, and there are no noted suspensions or disputes. The contract start date aligns with the submission deadline, which is unusual but not necessarily inconsistent.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, innovation, or EU funding, which are common elements in modern tenders. This suggests a lack of focus on these areas.

Not green procurement
No social criteria

Strengths

Clear description of services
Use of e-procurement portal
Defined CPV code and NUTS code
Disclosure of estimated value and contract duration

Concerns

Missing evaluation criteria
Tender documents not directly accessible
Lack of sustainability considerations
Unusual contract start date alignment with submission deadline

Recommendations

1. Specify evaluation criteria to enhance clarity and fairness.
2. Include details on sustainability objectives and how they will be assessed.
3. Ensure tender documents are easily accessible or provide a direct link for review before registration.
