Original Tender Description

The Council is seeking to procure a specialist partner to: 1. Diagnose strengths, weaknesses and risks across all layers of our service charge system and delivery model, using risk-based sampling to identify areas of concern such as high spend, high complaints or complex leases. An evidence led approach should test both billing accuracy and the actual performance of services funded by service charges. 2. Provide a prioritised, costed improvement roadmap which addresses all relevant areas including policy/process, systems/data, procurement, contract management and resident engagement. This should be categorised as quick wins and medium to long-term changes. 3. Produce clear, tribunal ready evidence trails for costs, apportionment and compliance; and clear resident facing materials to improve transparency. 4. Deliver a final Phase 3 whole population review so that every service charge scheme/block is reviewed, reconciled and assured, with corrections implemented or scheduled with a timebound plan, and with resident communications prepared. 5. Support Member and resident confidence by aligning our service charges policy and approach with all relevant statute and good practice.

This tender for Service Charge Review by Thurrock Council is generally well-structured, with clear technical requirements and a defined scope. However, the lack of disclosed financial value and specific evaluation criteria presents moderate concerns regarding completeness and fairness.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with basic legal requirements for an open competition below the threshold. The CPV code is appropriate, and the procedure is identified. Deadlines are present, though the submission deadline might be considered short by some. No disputes are indicated. The primary concern is the absence of explicit mention of regulatory compliance beyond general statute alignment in the description.

Clarity80/100

The description of services required is detailed and specific, outlining five key objectives for the specialist partner. The AI-extracted technical requirements further clarify the expected deliverables. The conditions for submission are implied by the open tender type. The main area for improvement is the lack of specified evaluation criteria, which could lead to ambiguity in how bids will be assessed.

Missing evaluation criteria
Completeness70/100

Most basic information is present, including title, reference, organization, and contract duration. However, the estimated value is not disclosed, which is a significant omission for potential bidders. While documents are listed, their content is not available, hindering a full assessment. The absence of explicit eligibility requirements is also noted.
