Original Tender Description

Conducting enzymatic processing tests of fish filleting residues within the service provider's processing unit until 01.11.2028 as part of the project "Valorization of fish filleting residues into liquid fertilizer". The project aims to develop a suitable enzymatic processing solution at the service provider's facility for valorizing fish filleting residues generated during fish processing and for producing liquid fertilizer. For this purpose, it is planned to carry out pilot-scale enzymatic degradation of minced fish residues (not spoiled) and stabilization of the separated hydrolysate at the service provider's facility, and to collect data under near-processing conditions.

Tender Quality Score

This tender for enzymatic treatment tests of fish filleting residues is generally well-structured, with clear objectives and evaluation criteria. However, it could benefit from more explicit details on sustainability aspects and a slightly more streamlined submission process.

Score Breakdown

Legal Compliance75/100

The tender adheres to standard procurement procedures, including a clear CPV code and a reasonable timeline. No immediate legal disputes or regulatory non-compliance issues are apparent. The procedure type (LM) suggests a negotiated procedure, which is permissible.

Clarity80/100

The description of the service and the project objectives are clear. Technical requirements are outlined, and evaluation criteria are specified, although the weighting of the location criterion could be more transparently justified.

Completeness70/100

Most basic information is present, including estimated value, duration, and contract start date. However, the absence of specific details regarding the 'ESPD_v2.0_laiendatud.xml' file's content and the exact nature of 'Alusdokumendid' could be improved. The location information being determined post-award is a minor completeness gap.

Fairness85/100

The evaluation criteria, particularly the weighting of cost (80%) and location (20%), are disclosed. The inclusion of bidder location as a significant factor (20%) might be perceived as potentially favoring local bidders, though not explicitly tailored to a single company. E-submission and e-procurement are indicated.

Weighting of bidder location (20%) could be perceived as potentially favoring local entities.
Practicality65/100

The tender specifies electronic submission and e-procurement. The contract start date is provided. However, details on financing are not explicitly stated, and the duration of the contract is implied by the project end date rather than a defined contract term.

Financing information is not explicitly detailed.
Data Consistency90/100

Key fields such as title, reference, organization, and deadlines are populated. The dates provided are logical and do not indicate any suspension or disputes. The tender status is clearly indicated.

Sustainability50/100

The tender mentions 'Green Procurement' and 'EU Funded', which are positive indicators. However, there are no specific social criteria or explicit innovation objectives detailed within the provided text, limiting the score in this category.

Lack of specific social criteria or explicit innovation objectives.

Strengths

Clear project objectives and technical requirements.
Well-defined evaluation criteria with weighting.
Indication of e-submission and e-procurement.
EU Funded status.

Concerns

Weighting of bidder location in evaluation.
