Estimated Win ProbabilityModerate Fit

This tender for the Pärnu-Jaagupi substation reconstruction is heavily price-driven. Winning requires a highly competitive price offer, meticulous adherence to technical specifications, and demonstrating robust experience in similar electrical construction projects. Early engagement with the site visit and thorough understanding of all documentation are critical.

Key Winning Messages

Unbeatable Price for a Reliable Reconstruction.

Proven Expertise in Substation Modernization.

Seamless Project Execution with Minimal Disruption.

Key Opportunities
The sole evaluation criterion being bid price presents a clear path to winning for the most cost-competitive bidder.
The site visit on 07.04.2026 offers a crucial opportunity to gain in-depth understanding of the existing infrastructure and potential challenges, allowing for a more accurate and competitive bid.
The possibility of starting work before the official contract start date allows for accelerated project delivery and potential early completion, which can be a subtle differentiator if managed well.
Key Challenges
Intense price competition due to the sole evaluation criterion.

Conduct a thorough cost analysis, optimize resource allocation, and explore all potential efficiencies in the construction process to submit the lowest possible viable price. Leverage existing supplier relationships for material cost reductions.

Strict adherence to technical specifications and coordination requirements with multiple stakeholders (Elering AS, Land and Spatial Authority).

Develop a detailed project execution plan that explicitly addresses all technical requirements and outlines clear communication protocols and coordination strategies for all involved parties. Ensure the nominated electrical supervisor has experience with such coordination.

The deadline of 27.08.2027 requires efficient project planning and execution, especially considering potential delays.

Develop a realistic and robust project schedule with built-in contingencies. Proactively identify potential bottlenecks and have mitigation plans in place. Consider the possibility of early mobilization if permitted.

Ideal Bidder Profile
An experienced electrical construction company with a proven track record in substation reconstruction, strong project management capabilities, a highly efficient cost structure, and the ability to mobilize resources quickly to meet the project deadline. They should also have a clear understanding of Estonian regulatory requirements for electrical works and coordination with national grid operators.
Key Requirements
Submission of a completed Price Offer Table (Vorm 1) with the lowest possible price.
Confirmation of availability of a qualified electrical work supervisor.
Provision of information on at least three similar electrical construction contracts completed in the last 60 months, with one contract valued at a minimum of 500,000 EUR (Form 2).
Confirmation of absence of mandatory and voluntary exclusion grounds.
Detailed project plans and technical drawings for review before construction.
Coordination with Elering AS and the Land and Spatial Authority.
Key Discriminators
Demonstrating a highly optimized and efficient construction methodology that translates directly into the lowest bid price.
Providing a detailed and convincing project execution plan that highlights proactive risk management and stakeholder coordination.
Showcasing a strong track record of successfully delivering similar substation projects on time and within budget, with specific examples exceeding the minimum value requirement.
Social Value Opportunities
While not explicitly requested, consider including a commitment to local employment or training opportunities within the Pärnu-Jaagupi region. This can be a subtle differentiator if competitors do not address it, even if not formally evaluated.
Bid Focus Areas
Bid Price100%

Achieve the absolute lowest possible price while ensuring profitability and quality. This requires meticulous cost breakdown, efficient resource planning, and potentially leveraging economies of scale or bulk purchasing.

Recommendations6
Attend the Site Visit and Register Early
CriticalLow effort

Mandatory registration by 06.04.2026. The site visit is crucial for understanding the scope, existing conditions, and potential challenges, enabling a more accurate and competitive bid. Failure to register means no site visit, severely handicapping bid quality.

High - directly impacts bid accuracy and competitiveness.
Aggressively Price the Bid
CriticalHigh effort

Given that price is the sole evaluation criterion, the primary focus must be on submitting the lowest possible bid that is still profitable. This requires detailed cost engineering and identifying all possible efficiencies.

Critical - determines the win.
Thoroughly Document Previous Experience
CriticalMed effort

Ensure Form 2 is completed accurately and comprehensively, providing clear evidence of at least three similar electrical construction contracts, with one exceeding €500,000. Highlight the scale and complexity of these projects.

Critical - eligibility requirement.
Develop a Detailed Project Execution and Coordination Plan
HighMed effort

Address all technical requirements, including equipment installation, building construction, and access roads. Explicitly outline the coordination process with Elering AS and the Land and Spatial Authority, demonstrating a clear understanding of safety and work organization.

High - mitigates risk of technical non-compliance and delays.
Highlight Project Management Efficiency
MediumLow effort

While not a formal evaluation criterion, subtly emphasize the bidder's project management capabilities, efficient scheduling, and proactive problem-solving approach in the bid narrative or supporting documents. This can build confidence in the ability to deliver on time and within budget.

Medium - builds confidence and can influence perception.
Consider Local Employment Commitment
LowLow effort

If feasible and cost-effective, include a commitment to utilizing local labor or providing training opportunities within the Pärnu-Jaagupi region. This can be a minor positive differentiator.

Low - not a formal criterion but can add value.
Competitive Positioning
Position the bid as the most cost-effective solution without compromising on quality or timely delivery. Emphasize a lean operational model and efficient project execution to justify the low price.
