Switzerland publishes its public tenders on simap.ch, a platform run jointly by the Confederation and the cantons, which is what makes an otherwise highly decentralised market monitorable from one place. Buyers span federal offices and their agencies, notably in transport, defence and infrastructure, all 26 cantons and their communes, plus large public undertakings such as the federal railways and postal service. Switzerland is not an EU member, so its market opens through the WTO Government Procurement Agreement and bilateral agreements rather than EU directives. The revised federal law (BöB) and the intercantonal agreement (IVöB) have applied since 2021 and harmonised federal and cantonal rules to a degree that did not previously exist, shifting the emphasis from lowest price toward the most advantageous tender with explicit weight given to quality, sustainability, innovation and supplier reliability. Procedures follow familiar lines: open, selective, invitation and, at low values, direct award, with thresholds varying between federal and cantonal levels. Electronic publication is universal, though the extent of fully electronic submission still varies by buyer. Tender documents appear in German, French or Italian depending on the region and buyers rarely translate them. Contract values tend to be high and payment terms reliable, which makes the market attractive despite the language and certification overhead.
