Norway publishes its public tenders on Doffin (doffin.no), the national notice database that every contracting authority must use for contracts above the national threshold. Doffin sits under the Norwegian Agency for Public and Financial Management (DFØ), which also issues the guidance, templates and supplier advice that shape how Norwegian tenders are written. Norway is not an EU member but applies equivalent procurement rules through the EEA agreement, so thresholds, procedures and remedies will look familiar to any supplier already active in Europe. The buyer base spans state agencies, the regional health authorities that run the hospital trusts, county councils and roughly 350 municipalities, plus large public undertakings in transport, energy and defence. Electronic tendering is standard, and submissions run through the commercial platform linked from each Doffin notice. Framework agreements are widely used, and central purchasing through Statens innkjøpssenter covers common goods and services for state bodies. Norwegian law places unusual weight on climate and environmental criteria, which must generally carry a minimum weighting in evaluation, making credible sustainability evidence a competitive necessity rather than a bonus. Contract values tend to be high relative to the size of the market, and buyers reward well-documented quality over the lowest price.
