Tender Quality Score

This tender for data development services within an innovation project is generally well-structured, with clear requirements and a focus on quality. However, there is a minor discrepancy in submission deadlines and limited explicit mention of sustainability aspects.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement regulations. The CPV code is appropriate, and the procedure is defined. The main concern is a potential discrepancy in submission deadlines, which needs clarification. The duration of tender validity (2 months) is reasonable.

Potential discrepancy in submission deadlines between main tender details and 'Kutse_pakkumuseks.pdf'.
Clarity80/100

The description of the project and the required services is clear. The AI-extracted requirements are well-defined, and the evaluation criteria are specified. The purpose of the innovation project is adequately explained.

Completeness70/100

Most essential information is present, including estimated value, duration, and contract start date. However, the 'Kutse_pakkumuseks.pdf' document is referenced for financial information and a deadline, suggesting that not all critical details might be immediately apparent in the main tender summary. The estimated value in the main tender (29,800 EUR) differs from the one mentioned in 'Kutse_pakkumuseks.pdf' (36,952 EUR), which could cause confusion.

Discrepancy in estimated project cost between main tender details and 'Kutse_pakkumuseks.pdf'.
Fairness85/100

The tender promotes fairness through e-submission and e-procurement. The evaluation criteria are clearly defined with relative weighting, and the value is disclosed. The requirements for experience are specific but appear to be related to the project's technical needs rather than favouring specific companies. Full document access is implied by the document list.

Practicality65/100

The tender specifies e-submission and e-procurement, which enhances practicality. The contract start date is provided. However, the financing information is only implicitly linked to the estimated value, and the duration type is 'PERIOD' without a specific end date, which could be more explicit.

Financing information could be more detailed beyond the estimated value.
Data Consistency90/100

Key fields such as title, reference, organization, and dates are populated. There are no reported disputes or suspensions. The dates provided (Reveal Date, Submission Deadline, Opening Date, Contract Start) are logically sequenced. The primary consistency issue lies with the conflicting deadlines and estimated values mentioned across different documents.

Conflicting submission deadlines mentioned in the main tender and 'Kutse_pakkumuseks.pdf'.
Sustainability50/100

The tender explicitly mentions 'Innovation Focus' and 'EU Funded', which are positive aspects. However, there is no explicit mention of green procurement criteria or social aspects within the provided information, limiting its sustainability score.

Lack of explicit green procurement or social responsibility criteria.

Strengths

Clear description of project and objectives
Defined evaluation criteria with weighting
Use of e-procurement and e-submission
Innovation focus and EU funding mentioned

Concerns

Discrepancy in submission deadlines
Discrepancy in estimated project value
Limited explicit sustainability criteria

Recommendations

1. Clarify and consolidate the submission deadline to avoid confusion.
2. Ensure consistency in financial figures (estimated value) across all tender documents.
3. Consider incorporating specific green or social procurement criteria if applicable to enhance sustainability.
