Original Tender Description

The National Library of Estonia (hereinafter also the client, the contracting authority) is conducting a concession contract procedure for social and special services with the aim of finding a cooperation partner (hereinafter also the caterer) to whom to grant the rental premises located in the building of the National Library of Estonia (hereinafter the building or the library) for the provision of catering services, also allowing catering services to be provided in the client's public areas (see plan for details). By concluding the concession contract, the client wishes to ensure the service of visitors to the National Library of Estonia in public areas and to enable the café to operate outside of opening hours.

Emphasize how the catering will enhance the visitor experience and align with the library's mission. Include specific menu examples, service styles, and ambiance proposals. Showcase an understanding of the library's specific needs, such as quiet zones, study areas, and event spaces. Consider offering a tiered approach to service, catering to different visitor needs and times of day.

Concession fee (rent per square meter)20.0%

Conduct thorough market research and financial analysis to determine a competitive concession fee. Aim for a fee that is attractive to the library while remaining financially sustainable for the bidder. Consider offering a slightly higher fee if the concept is exceptionally strong and can justify it, but prioritize maximizing points here if possible.

Loyalty solution for Estonian National Library employees (size of the offered discount)10.0%

Offer a generous and appealing discount to library employees. Quantify the discount clearly and highlight its value. Consider offering tiered discounts or special promotions to further enhance the appeal.

Recommendations6
Develop a Library-Centric Concept
CriticalHigh effort

Invest heavily in understanding the Estonian National Library's identity, visitor demographics, and operational nuances. The catering concept must be more than just food; it should be an integrated part of the library experience. Consider themes related to literature, knowledge, or Estonian culture. Propose specific menu items that are both appealing and practical for a library setting (e.g., grab-and-go options, healthy snacks, coffee/tea service).

Maximizes score for the highest weighted evaluation criterion, creating a strong differentiator.
Conduct Site Visit and Detailed Space Analysis
CriticalMed effort

Thoroughly review the provided technical specifications (DOCUMENT 1: Tehnilise kirjelduse Lisa 1) and any available floor plans. If possible, conduct a physical site visit to understand the flow of visitors, available space, and potential operational challenges. This will inform the concept and operational plan.

Ensures the proposed concept is practical and feasible, avoiding costly mistakes and demonstrating due diligence.
Optimize Concession Fee and Employee Discount
HighMed effort

Perform detailed financial modeling to determine the optimal concession fee that balances scoring potential with profitability. Simultaneously, benchmark employee discounts in similar public institutions to offer a competitive and attractive loyalty solution.

Secures maximum or near-maximum points for the financial components of the evaluation.
Integrate Green Procurement Commitments
HighMed effort

Clearly articulate how the bidder will meet the 'GREEN PROCUREMENT: Yes' requirement. This could include commitments to sustainable sourcing, waste reduction, energy efficiency, and using eco-friendly packaging. Provide specific examples and measurable targets.

Meets a mandatory requirement and enhances the bidder's appeal as a responsible partner.
Address Exclusion Grounds Proactively
HighLow effort

Ensure all mandatory exclusion grounds are thoroughly reviewed and addressed. Provide all necessary documentation and confirmations to demonstrate compliance with the Public Procurement Act. Any ambiguity here can lead to immediate disqualification.

Prevents disqualification and ensures eligibility.
Propose Innovative Service Delivery
MediumMed effort

While 'INNOVATIVE ASPECTS: No' is stated, consider subtle innovations in service delivery, such as digital ordering options, personalized recommendations, or partnerships with library events. This can add value beyond the core requirements.

Adds a layer of sophistication and potential competitive advantage.
Competitive Positioning
Position the bid as a partner dedicated to enhancing the Estonian National Library's cultural and intellectual mission through exceptional catering services, rather than just a transactional food provider.
Highlight the unique synergy between the proposed catering concept and the library's environment, emphasizing how the service will cater to diverse user needs (students, researchers, general public, staff).
Demonstrate a clear understanding of the concession model and a commitment to long-term collaboration and mutual benefit.
