Tender Quality Score

This is a Preliminary Market Engagement (PME) notice for Paint and Decorating Supplies, aiming to gather supplier information for a future framework. While generally well-structured, it lacks specific details on evaluation criteria and submission formats for the PME itself.

Score Breakdown

Legal Compliance75/100

The notice provides a clear CPV code and indicates a planning status, suggesting adherence to regulatory frameworks. The deadline, while potentially short, is present. The absence of explicit dispute information contributes positively. However, the lack of a specified procedure type and reveal date slightly impacts this score.

Clarity80/100

The purpose of the Preliminary Market Engagement is clearly stated, along with the intended scope and beneficiaries of the future framework. The description of engaging with suppliers to form a basket of goods is understandable. However, the absence of specific evaluation criteria for the PME and the lack of detailed submission requirements for this phase reduce clarity.

Missing evaluation criteria for the PME phase
Lack of specific submission formats for the PME
Completeness70/100

Essential information such as title, reference, organization, estimated value, and contract duration are present. The CPV code and NUTS code are also provided. However, the crucial absence of content for the tender documents and the lack of specific details regarding the PME submission process itself limit its completeness.

No document content available
Missing specific submission requirements for the PME
Fairness85/100

The tender is divided into parts, which can promote competition. The disclosure of the estimated value and the broad accessibility of the future framework to various public sector bodies indicate a fair approach. The use of e-procurement is implied by the context of such notices. No requirements appear tailored to specific companies.

Practicality65/100

The notice specifies a contract start date and duration. However, the lack of information regarding e-submission for this PME phase and the absence of financing details make it less practical for immediate supplier engagement. The reference to 'Multiquote' for documents suggests a platform, but direct URLs are not provided.

No explicit e-submission method for PME
No financing information provided
Data Consistency90/100

Key fields such as title, reference, organization, value, and deadlines are populated. There are no reported disputes or suspensions. The dates provided (submission deadline, contract start) are logically ordered. The 'planning' status is consistent with an information gathering exercise.

Sustainability50/100

The notice does not explicitly mention any green procurement, social aspects, or innovation focus. It is also not indicated as EU funded. This lack of specific sustainability considerations results in a moderate score.

No explicit mention of green procurement
No explicit mention of social criteria

Strengths

Clear purpose for Preliminary Market Engagement
Well-defined scope and beneficiaries for future framework
Disclosure of estimated value and contract duration
Presence of CPV and NUTS codes

Concerns

Missing content for tender documents
Lack of specific evaluation criteria for PME
Unclear submission requirements for PME
Potential for a short submission deadline

Recommendations

1. Provide clear instructions and formats for supplier engagement during the PME phase.
2. Specify the evaluation criteria for the information gathered during the PME.
3. Ensure all relevant documents are accessible with direct links.
