Tender Quality Score

This is an open procedure tender for a framework agreement with a significant estimated value, featuring clear lots and duration. However, it lacks detailed evaluation criteria and mandatory exclusion grounds, and offers limited information on sustainability.

Score Breakdown

Legal Compliance75/100

The tender follows an open procedure, which is legally compliant. The CPV code is provided, and the status is active with no reported disputes. However, the absence of specified evaluation criteria and detailed mandatory exclusion grounds introduces some ambiguity regarding full regulatory compliance.

No evaluation criteria specified
Missing specific mandatory exclusion grounds
Clarity70/100

The description of the framework and its lots is clear, and the core requirements for bidders are outlined. The duration and estimated value are specified. However, the lack of detailed technical, financial, and specific eligibility requirements beyond broad statements reduces overall clarity for bidders.

No specific technical capability requirements detailed
No specific financial requirements detailed
Completeness70/100

Basic information such as title, reference, organization, estimated value, duration, and deadlines are present. The structure of the framework and its lots is outlined. However, the critical omission of detailed evaluation criteria, mandatory exclusion grounds, and the availability of only 4 tender documents with no content significantly impacts completeness.

No document content available
Missing evaluation criteria
Fairness85/100

The tender is an open procedure, allowing broad access. The estimated value is disclosed, and the framework is divided into multiple lots, offering opportunities for various suppliers. The use of a multi-source framework with multi-tiered pricing can promote competition. The primary concern is the lack of detailed, objective evaluation criteria, which could lead to perceived bias.

No evaluation criteria specified
Practicality60/100

The tender specifies a contract start date and duration. However, the AI-extracted requirements mention submission in multiple languages (English, Estonian, Latvian, Polish, and Lithuanian) which is unusual and likely an extraction error, as tenders are typically submitted in the language of the procuring authority (English for the UK-based organization). The lack of information on e-submission, financing, and the URL for documents hinders practical application.

No e-submission specified
No document URL provided
Data Consistency95/100

Key fields like title, reference, organization, estimated value, and deadlines are populated consistently. The contract duration and start dates are logically aligned. There are no indications of suspension or disputes.

Sustainability30/100

There is no mention of green procurement, social aspects, or innovation within the tender details. This indicates a complete absence of sustainability considerations.

Not green procurement
No social criteria

Strengths

Significant estimated value indicating substantial opportunity
Open procedure for broad participation
All basic information present (title, reference, dates, value)

Concerns

No document content available to assess full scope

Recommendations

1. Specify detailed evaluation criteria and weightings.
