Tender Quality Score

This tender for a pyrolysis-based plastic waste oil production line is generally well-structured, with clear technical requirements and a defined process. However, it could benefit from more explicit sustainability considerations and clearer documentation regarding financing beyond EU funding.

Score Breakdown

Legal Compliance75/100

The tender adheres to general public procurement principles, includes a CPV code, and has a reasonable timeline. The procedure type (MS) and status (11) are indicated. While no disputes are noted, the 'Additional Info' section clarifies that OÜ Recycling DME is not a public procurement entity but will follow general principles, which is a slight deviation from standard public tenders but acceptable given the context of EU funding.

Clarity80/100

The description of the production line and its two-stage process is clear. Technical requirements are detailed in a separate document, and evaluation criteria are mentioned. The language used is professional and understandable.

Completeness70/100

Data Consistency90/100

Key fields such as title, reference, organization, value, and deadlines are populated. Dates are logical, and there are no indications of suspension or disputes. The information provided is consistent across different sections.

Sustainability50/100

The tender mentions 'EU Funded' and the purpose of producing oil for new plastic products, hinting at circular economy aspects. However, explicit green procurement criteria, social aspects, or innovation focus are not detailed within the provided information, limiting the score in this category.

Lack of explicit green procurement criteria.
Absence of detailed social or innovation aspects.
