Original Tender Description

North Northamptonshire Council (here after referred to as 'The Council') are seeking Request for Quotations (RFQ) responses for the supply of cremator servicing and maintenance at Warren Hill Crematorium, Kettering. The Council are looking to put into place measures to ensure that the cremators located at Warren Hill Crematorium continue to be operate efficiently and effectively while the options are considered to replace them at the end of life around 2028. There are 2 No. A.T.I. cremators at the site, a CR2000XL and a CR2000 that undertake around 2,000 cremations a year and ancillary equipment including: An Automatic Charging Bier, an Air Compressor, Mercury Abatement Equipment, a heat Exchanger, standby Generator, cooling fans and controls for all of the equipment plus Wi-Fi links for remote operation. The cremators require the supply of 2 service elements. Element 1 - The supply of SORBACAL DX.SP.50.BB reagent for the emissions equipment as well as the removal and safe and legal disposal of the waste Element 2 - The service and maintenance of the 2 gas cremators After reviewing the elements, the Council is looking to potentially procure one provider to deliver this requirement until the cremators are decommissioned as part of a replacement programme during 2028. If your organisation wishes to express an interest in taking part in this procurement exercise a full RFQ document set will be provided upon request. The Council require any potential organisation to submit their interest via email to procurement@northnorthants.gov.uk and the RFQ documents will be shared accordingly.

Tender Quality Score

This tender for cremator servicing and maintenance is a below-threshold open competition. It offers a clear description of services and equipment but lacks detailed evaluation criteria and explicit sustainability considerations. The process relies on email submissions for initial interest, which is a mild departure from fully digital platforms.

Score Breakdown

Legal Compliance75/100

The tender appears to follow basic regulatory procedures for a below-threshold procurement. Deadlines are provided and seem reasonable given the RFQ nature. CPV code is present. No disputes are noted. The procedure type 'Open competition' is indicated, although specific codes for the procedure are missing. The primary concern is the lack of explicit evaluation criteria, which could impact transparency and fairness in the selection process.

Missing evaluation criteria
Clarity80/100

The description of the required services, including specific equipment and two distinct service elements, is clear and well-documented. The context for the procurement (existing cremators nearing end-of-life) is also well-explained. However, the absence of specified evaluation criteria leaves a gap in understanding how bids will be assessed.

No evaluation criteria specified
Completeness70/100

Basic information such as title, reference, organization, estimated value, duration, and start date are present. The description outlines the scope of work adequately. However, the lack of direct access to the full RFQ document set, requiring an explicit request via email, and the absence of details on evaluation criteria reduce its completeness. The number of documents is stated, but their content is not accessible.

Full RFQ document set provided upon request, not directly accessible
No content available for tender documents
Fairness85/100

The tender appears fair by being an 'Open competition' and disclosing the estimated value. The requirements are described objectively and do not seem tailored to specific companies. Full document access is conditional on expressing interest via email, which is a slight procedural hurdle but not inherently unfair. The main concern is the lack of disclosed evaluation criteria, which can impact a bidder's ability to understand how their submission will be judged.

Lack of disclosed evaluation criteria
Practicality65/100

The submission process is not fully e-enabled, requiring expression of interest via email and subsequent document sharing. While a contract start date and duration are specified, the initial submission process lacks a direct URL for e-submission. Financing information is not explicitly detailed, which is typical for RFQs but a point of note. The reliance on email for initial contact might be less practical than a dedicated e-procurement portal.

No e-submission
Initial interest requires email contact, not direct portal submission
Data Consistency90/100

Key fields such as title, reference number, organization, value, and dates are populated and appear consistent. The contract start date (2026-05-10) is logically after the submission deadline (2026-03-30). There are no indicators of suspension or disputes. The consistency is high, with no apparent logical conflicts in the provided data.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, innovation, or EU funding in the tender. This area is entirely unaddressed, indicating a lack of focus on these important contemporary procurement considerations.

No green procurement criteria
No social criteria mentioned

Strengths

Clear description of scope and technical requirements
Estimated value and contract duration specified
CPV code provided
Open competition procedure indicated

Concerns

Missing detailed evaluation criteria
Full RFQ document set not directly accessible
No explicit sustainability or innovation requirements
Reliance on email for initial submission interest

Recommendations

1. Specify evaluation criteria in the full RFQ documents.
2. Consider integrating a more direct e-submission portal for future tenders.
3. Incorporate sustainability and innovation criteria where applicable.
