Tender Quality Score

This tender for electrical connection works is generally well-structured but suffers from significant fairness concerns due to a disproportionately high technical capability requirement and a critical contradiction in evaluation criteria.

Score Breakdown

Legal Compliance75/100

The tender provides a reasonable submission deadline and correctly assigns the CPV code. However, the procedure type codes are undefined, and there is a critical contradiction between the stated 'relative_weighting' evaluation criteria and the explicit 'lowest total cost, 100% weight' in the documents, posing a legal compliance risk.

Contradiction in evaluation criteria (relative weighting vs. 100% lowest price)
Undefined procedure type and type codes (E, VO)
Clarity70/100

The project description and performance conditions are clear, and most requirements are well-documented. However, the fundamental contradiction regarding the evaluation criteria creates significant ambiguity for bidders. Undefined procedure codes also reduce overall clarity.

Contradiction in evaluation criteria (relative weighting vs. 100% lowest price)
Undefined procedure type and type codes (E, VO)
Completeness70/100

Basic information, value, and deadlines are provided. The contract duration is implicitly defined by the work completion date but not explicitly stated. Crucially, several essential tender documents (Tööprojekt, Maksumuse tabel, Väikehanke alusdokumendid) were not analyzed due to file format, limiting a full assessment of completeness.

Contract duration is implicit, not explicitly stated
Content of critical documents (.zip, .xls) not analyzed
Fairness50/100

While the value is disclosed and e-procurement is enabled, the requirement for bidders to have completed a similar contract valued at a minimum of 40,000 EUR (excl. VAT) is disproportionately high compared to this tender's estimated value of 22,492 EUR. This criterion is overly restrictive and could significantly limit competition, potentially favoring specific, larger companies. The contradiction in evaluation criteria also reduces transparency.

Technical capability requirement (40,000 EUR past contract) is almost double the tender's estimated value (22,492 EUR), potentially tailoring or overly restricting competition
Contradiction in evaluation criteria reduces transparency
Practicality65/100

Electronic submission is supported, and financing information is detailed. The contract start date is known, and performance condition URLs are provided. However, the restrictive technical capability requirement (from a fairness perspective) could make it impractical for many otherwise capable bidders to participate.

Restrictive technical capability requirement may limit bidder participation
Contract duration is implicit
Data Consistency60/100

Most key fields are populated, and dates are logical. However, there is a critical inconsistency regarding the evaluation criteria, with 'relative_weighting' listed in characteristics contradicting the 'lowest total cost, 100% weight' specified in the evaluation document. The 'Value Classified: Yes' while the value is disclosed is also a minor inconsistency.

Critical contradiction in evaluation criteria (relative weighting vs. 100% lowest price)
Inconsistency in 'Value Classified' field
Sustainability50/100

The tender is noted as EU Funded, which often implies higher standards. However, no explicit green procurement, social, or innovation criteria are detailed in the provided information.

No explicit green procurement criteria
No explicit social criteria

Strengths

Clear project description and scope of work
Detailed financing conditions and payment terms
Electronic submission and e-procurement enabled
Reasonable submission deadline
EU Funded

Concerns

Technical capability requirement (40,000 EUR past contract) is disproportionately high for a 22,492 EUR tender, potentially limiting competition
Critical contradiction in evaluation criteria (relative weighting vs. 100% lowest price)
Content of essential documents (Tööprojekt, Maksumuse tabel) not analyzed due to file format
Undefined procedure type and type codes
Implicit rather than explicit contract duration

Recommendations

1. Revise the technical capability requirement to be proportionate to the tender's estimated value to ensure fair competition.
2. Clarify and resolve the contradiction in the evaluation criteria to ensure legal compliance and transparency.
3. Ensure all critical tender documents are accessible and their content summarized for comprehensive analysis.
