Original Tender Description

The RBWM is seeking a partner organisation to undertake the day-to-day operational management of a council owned homeless hostel facility. The building is situated within Maidenhead and was newly refurbished in late 2025. It is configured to house a maximum of 12 statutory homeless household and 7 former rough sleepers. The management arrangements will involve the council retaining ownership of the building, the control of all nominations, and decisions with respect to move on accommodation. All residents nominated to the facility will have licence agreements with the council and be charged a rent which will be set and collected by the council. Responsibility for any non-payment of rents will rest will the council. The cost of repairs and works to the building will rest with the council. The provider will act as the council's agent in operational management of the building and the non-rent account management of residents. This will include activities such as - greeting households and letting the accommodation, arranging and ordering repair and void works, cleaning, resolving disputes between residents, and ensuring the facility is managed in a safe, orderly and statutorily complaint manner. While a full range of management activity is not required out of working hours, any management presence shall include a 24 staff presence on site and the ability to book residents into the facility and respond to emergencies outside of normal office hours.
