Tender Quality Score

This tender for security services is generally well-structured with clear basic information and a substantial estimated value. However, it relies heavily on attached documents for crucial details, impacting immediate clarity and completeness.

Score Breakdown

Legal Compliance75/100

The tender references the Procurement Act 2023 and the Competitive Flexible Procedure, indicating adherence to current UK procurement legislation. The CPV code is appropriate. The absence of specified disputes or flags suggests a clean regulatory standing. The deadline, while provided, is noted as potentially short in the checks, which could impact legal compliance if it doesn't allow sufficient time for preparation under the specified procedure.

Deadline may be too short
Clarity80/100

The title and description clearly state the service required and the procuring organization. The mention of the Light Touch Regime and the Competitive Flexible Procedure provides procedural context. However, critical details such as exclusion grounds, eligibility, technical, financial, and submission requirements are explicitly stated as being in the attached tender documents, reducing immediate clarity.

Details for key requirements are only in attached documents
Completeness70/100

Most basic information like title, reference, organization, estimated value, and contract duration is present. The CPV code and NUTS code are provided. However, the lack of content summaries for the tender documents and the explicit statement that many requirements are 'to be found in tender documents' significantly impacts the completeness of the information presented in the notice itself.

No document content available
Key requirements details missing from notice
Fairness85/100

The tender discloses the estimated value and uses a competitive procedure, which are positive indicators of fairness. The reliance on attached documents for requirements, while impacting clarity, does not inherently suggest unfairness as long as those documents are fully accessible. The absence of specific company tailoring is assumed given the general nature of the requirements listed.

Practicality65/100

The tender specifies a contract start date and duration. The estimated value is provided, and the contract is divided into parts, which can enhance practicality for bidders. However, the lack of explicit mention of e-submission and the absence of document content summaries in the notice itself reduce immediate practicality for potential bidders.

No e-submission mentioned
No document content available
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated. There are no reported disputes or suspensions. The contract start date and submission deadline are logically aligned, although the start date is identical to the submission deadline, which is unusual and potentially problematic.

Contract start date is identical to submission deadline
Sustainability50/100

The tender notice does not explicitly mention any green procurement, social aspects, innovation focus, or EU funding. This suggests a lack of emphasis on these sustainability criteria within the published information.

Not green procurement
No social criteria

Strengths

Clear title and reference number
Organization and CPV code specified
Substantial estimated value disclosed
Competitive procedure indicated

Concerns

Crucial requirements details are only in attached documents
Contract start date identical to submission deadline
Lack of explicit sustainability criteria

Recommendations

1. Clarify the contract start date relative to the submission deadline.
2. Provide summaries or key details of tender documents directly in the notice.
3. Incorporate and highlight sustainability criteria if applicable.
