Tender Quality Score

This tender is well-structured with clear requirements and a straightforward submission process, though it lacks detailed evaluation criteria and explicit sustainability considerations.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement regulations, referencing 'Regulation 6 of the Procurement Regulations 2024' and outlining mandatory exclusion grounds. The CPV code is appropriate. However, the lack of specific mention of dispute resolution mechanisms or a formal regulatory compliance statement weakens this score slightly. Deadlines are present, but their reasonableness will depend on the complexity of the required documents.

Clarity80/100

The description of the required equipment (wheeled materials handling excavator) and services (three-year maintenance) is clear. The tender documents (ITT Parts 1 & 2, Appendices 1 & 2) are clearly identified. However, the absence of specified evaluation criteria leaves a significant gap in understanding how tenders will be assessed, impacting overall clarity.

Missing evaluation criteria
Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, contract duration, and start date. The submission deadline is clear. All necessary tender documents are stated to be accessible. However, the absence of direct content or summaries for the tender documents themselves is a deficiency.

No document content available
Fairness85/100

The procedure is an 'Open procedure' allowing all suppliers to submit a full tender, indicating a fair process. Access to all tender documents via Proactis ProContract is provided, and the estimated value is disclosed. The requirements appear objective. There is no indication of tailoring requirements to specific companies, contributing to a good fairness score. The reliance on an e-procurement platform also promotes fairness.

Practicality65/100

The tender mandates e-submission via a specific URL, which is practical. The contract start date is specified. However, financing information is not detailed. The contract duration of '1 month' for the purchase and delivery of an excavator with a three-year maintenance contract is illogical and likely a typo, impacting the practicality assessment.

Contract Duration illogical (1 month for purchase/delivery + 3 years maintenance)
Data Consistency90/100

Key fields such as title, reference, organization, value, and deadlines are populated. There are no stated disputes or suspensions. The dates provided (submission deadline, contract start) are logical within themselves, though the contract duration creates an inconsistency.

Contract Duration inconsistent with maintenance period
Sustainability50/100

The tender does not explicitly mention green procurement, social aspects, or innovation. It is not stated as EU-funded. This lack of focus on sustainability aspects results in a low score in this category.

No green procurement mentioned
No social criteria mentioned

Strengths

Open procedure allowing full tender submissions
Clear identification of all tender documents
Mandatory e-submission via a dedicated platform
Disclosed estimated value and CPV code

Concerns

Missing evaluation criteria
Illogical contract duration (1 month for purchase/delivery vs. 3 years maintenance)
No explicit sustainability or innovation requirements

Recommendations

1. Clarify evaluation criteria for bidders.
2. Rectify the contract duration to accurately reflect the purchase, delivery, and maintenance periods.
3. Consider incorporating sustainability or innovation criteria if aligned with organizational objectives.
