Original Tender Description

Appointed Suppliers will be invited by customers (buyers) to submit tenders for relevant services through a call for competition. This notice is to advise this DPS has been extended until 15/02/2029 based on current spend profiling there is no need to increase the total value.

Tender Quality Score

This tender for a Dynamic Purchasing System (DPS) extension is clear in its purpose but critically lacks accessible documentation and transparent evaluation criteria, severely impacting its completeness and fairness.

Score Breakdown

Legal Compliance60/100

The tender defines the procedure type and CPV codes appropriately. However, the explicit absence of detailed mandatory exclusion grounds and specific financial requirements, as noted in the AI-extracted section, represents a significant legal compliance gap. Missing procedure and type codes are minor issues.

No specific mandatory exclusion grounds detailed
No specific financial requirements detailed
Clarity55/100

While the overall description of the DPS and its objectives is clear, the absence of specified evaluation criteria for joining the DPS and the lack of accessible tender document content significantly reduce the clarity for potential bidders. Performance conditions are broadly implied but not detailed.

No evaluation criteria specified
No tender document content available
Completeness30/100

This tender is critically incomplete due to the stated '0 documents with content/summaries' despite '6 total' documents. This fundamental omission, coupled with the lack of specified evaluation criteria and detailed mandatory exclusion/financial requirements, makes it impossible for bidders to fully prepare.

No tender document content available
Missing evaluation criteria
Fairness45/100

The lack of accessible tender documents and the absence of specified evaluation criteria severely undermine the fairness and transparency of the procurement process. While the application window is long and e-procurement is enabled, these critical omissions create an uneven playing field.

No full document access
No evaluation criteria specified
Practicality50/100

Electronic submission is supported, which is positive. However, the complete absence of accessible tender document content renders the tender impractical for bidders to engage with effectively. A document URL is implied but not explicitly provided with content.

No tender document content available
Document URL not explicitly provided with content
Data Consistency75/100

Most key fields are populated, and dates are logical. There are no disputes or suspensions. Minor inconsistencies include missing procedure/type codes and a contradiction regarding e-submission (though 'E-Procurement' characteristic is trusted).

Missing procedure and type codes
Contradiction on e-submission (between characteristics and automated check)
Sustainability60/100

The tender explicitly focuses on 'Technology Innovation', which is a positive aspect. However, it explicitly lacks green procurement and social criteria, representing a missed opportunity to integrate broader sustainability objectives.

No green procurement criteria
No social criteria

Strengths

Clear description of the DPS purpose and scope
High estimated value, indicating significant opportunity
Explicit focus on technology innovation
Long application window for joining the DPS
E-Procurement enabled

Concerns

No accessible tender documents (critical)
Missing evaluation criteria for joining the DPS
Lack of detailed mandatory exclusion grounds and financial requirements
Absence of green and social procurement criteria

Recommendations

1. Immediately publish all relevant tender documents with full content to ensure transparency.
2. Clearly define and publish the evaluation criteria, mandatory exclusion grounds, and specific financial requirements for joining the DPS.
3. Integrate green and social procurement criteria to align with modern sustainability standards.
