Original Tender Description

Joint Nature Conservation Committee (JNCC) is seeking to develop an improved approach for using Earth Observation (EO) or other publicly accessible data to determine if ground at a specific location is frozen or has snow cover. This project aims to explore available data, issues regarding its use, and comparative results from trialling different approaches. The goal is to provide JNCC with confidence in the proposed method's effectiveness and robustness. The Severe Weather Scheme (SWS) currently relies on manual or automated temperature thresholds, but the Met Office is stopping data provision, necessitating an alternative approach. JNCC has piloted EO data but encountered accuracy issues. The budget is £25,000. Objectives include reviewing data sources (effective, low cost, timely, localized, transparent, archival) and trialling/evaluating promising approaches.

Tender Quality Score

This tender for using EO data to calculate severe weather thresholds is generally well-structured, with clear objectives and a reasonable budget. Key areas for improvement include the availability of tender documents and the specification of evaluation criteria.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with basic legal requirements for below-threshold procurements. The CPV code is provided, and the procedure is open competition. However, the absence of a reveal date and specified evaluation criteria could be a minor concern for legal compliance in some jurisdictions, though less critical for below-threshold tenders.

Missing reveal date
No evaluation criteria specified
Clarity80/100

The project aims, background, and objectives are clearly articulated, providing a good understanding of the required work. The essential technical requirements are also well-defined, particularly regarding EO data processing and the need for robust methodology.

Completeness70/100

Most essential information is present, including title, reference, organization, description, estimated value, and contract duration. However, the critical issue of zero available tender documents with content significantly impacts completeness, preventing a full assessment of requirements and process.

No document content available
Fairness85/100

The tender is an open competition, and the estimated value is disclosed, promoting fairness. The requirements are focused on technical expertise (EO data processing) rather than specific company capabilities, which is positive. The lack of explicit evaluation criteria is a minor concern for transparency.

Missing evaluation criteria
Practicality65/100

The contract duration of 4 months and start date are specified. However, the absence of information regarding e-submission and financing details reduces practicality. The lack of document URLs also hinders easy access for potential bidders.

No e-submission
No document URL provided
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated logically. There are no indications of suspension or disputes. The contract start date is shortly after the submission deadline, which is reasonable.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, innovation, or EU funding, which are common in modern tenders. This suggests a lack of focus on these areas.

Not green procurement
No social criteria

Strengths

Clear project aims and background
Well-defined technical requirements
Open competition procedure
Disclosed estimated value

Concerns

No tender documents available with content
Missing evaluation criteria
No e-submission mechanism specified

Recommendations

1. Provide access to full tender documentation.
2. Specify clear evaluation criteria for bids.
3. Clarify the submission process, ideally through an e-procurement platform.
