Estimated Win ProbabilityModerate Fit

This tender focuses on essential maintenance and repair services for cooling equipment for the Police and Border Guard Board. A winning strategy will prioritize cost-competitiveness, demonstrated technical capability, and strict adherence to all mandatory requirements, particularly those related to Russian Federation connections and confidentiality.

Key Winning Messages

Reliable and Cost-Effective Cooling Equipment Maintenance & Repair Services for National Security.

Unwavering Compliance and Security Assurance in Service Delivery.

Key Opportunities
Leverage competitive pricing to secure maximum points in the evaluation, as cost is a primary driver.
Demonstrate deep technical expertise in cooling equipment maintenance and repair to build trust and meet the contracting authority's needs.
Strictly adhere to all mandatory exclusion and eligibility requirements to avoid disqualification.
Key Challenges
The evaluation criteria are not explicitly specified beyond cost, making it difficult to optimize for non-price factors.

Focus heavily on achieving the lowest possible price while ensuring all technical and compliance requirements are met flawlessly. Prepare a robust technical proposal that implicitly demonstrates capability and reliability, even if not explicitly scored.

The need to access 'Lisas 1' requires a confidentiality declaration and qualification, potentially limiting the number of bidders or requiring prompt action.

Act immediately to submit the confidentiality declaration and ensure all preliminary qualification requirements are met to gain access to the detailed technical specifications. Thoroughly analyze 'Lisas 1' once obtained to tailor the bid precisely.

Potential for high competition given the nature of the service and the contracting authority.

Differentiate through meticulous attention to detail in the bid submission, clear and concise pricing, and a demonstrated understanding of the Police and Border Guard Board's operational needs. Highlight any unique service advantages or efficiencies.

Ideal Bidder Profile
A technically proficient and financially stable company with a proven track record in servicing and repairing cooling equipment, possessing a clear understanding of public procurement processes and a commitment to compliance. The ideal bidder will have a competitive pricing structure and efficient operational capabilities.
Key Requirements
Compliance with mandatory exclusion grounds (no Russian Federation connections)
Accurate and competitive pricing for hourly labor, specific spare parts, and discounts on other spare parts
Submission of a signed confidentiality declaration
Electronic completion of Hankepass (ESPD)
Adherence to the terms of the draft framework agreement
Technical capability to perform maintenance and repair of cooling equipment as per technical specifications (Lisas 1)
Key Discriminators
Demonstrated proactive approach to understanding and meeting the specific technical requirements of 'Seirepositsioonide' cooling systems.
Highly competitive and transparent pricing structure with clear justification for unit costs and discounts.
A robust and well-documented compliance framework ensuring no connections to the Russian Federation and strict adherence to confidentiality.
Social Value Opportunities
While not explicitly requested, consider including a commitment to local employment or training opportunities within the bid, framing it as a contribution to community well-being and operational resilience, if feasible and not detrimental to cost.
Bid Focus Areas
Total Cost and Transport PriceMaximum Points for Lowest Price

Conduct thorough cost analysis to offer the most competitive pricing possible for hourly labor, specific spare parts, and a compelling discount on all other spare parts. Ensure transport costs are also optimized.

Technical ComplianceN/A (Implicitly Critical)

Recommendations6
Immediate Confidentiality Declaration Submission
CriticalLow effort

Submit the signed confidentiality declaration as soon as possible to gain access to 'Lisas 1' and the detailed technical specifications. This is a prerequisite for obtaining crucial tender information.

Enables full understanding of technical requirements, allowing for a tailored and competitive bid.
Aggressive Cost Optimization
CriticalHigh effort

Given that the lowest price receives maximum points, dedicate significant effort to developing a highly competitive pricing structure for hourly labor, specific parts, and discounts on other parts. Benchmark against market rates and potential competitor pricing.

Directly maximizes the score for the primary evaluation criterion, significantly increasing win probability.
Rigorous Russian Federation Connection Vetting
CriticalMed effort

Implement a stringent internal process to verify that no subcontractors, suppliers, or any part of the bidding entity has connections to the Russian Federation, as per the mandatory exclusion grounds. Document this verification process.

Prevents disqualification due to a mandatory exclusion ground.
Flawless Hankepass Completion
HighMed effort

Ensure the electronic completion of the Hankepass (ESPD) is accurate, complete, and submitted on time. Pay close attention to all sections, especially those related to eligibility and exclusion criteria.

Ensures the bid is formally accepted and progresses to the evaluation stage.
Highlight Service Reliability and Responsiveness
MediumLow effort

While cost is paramount, subtly emphasize the bidder's ability to provide reliable, timely, and efficient maintenance and repair services. This can be done through brief statements about operational capacity and experience, particularly relevant for the Police and Border Guard Board.

Builds confidence in the bidder's ability to deliver beyond just price, especially if competitors focus solely on cost.
Thorough Framework Agreement Review
MediumMed effort

Carefully review the draft framework agreement ('Raamlepingu projekt') to understand all contractual obligations, service level expectations, and reporting requirements. Ensure the bid reflects full understanding and acceptance of these terms.

Minimizes contractual risks and demonstrates a commitment to long-term partnership.
Competitive Positioning
Position as the most cost-effective provider without compromising on essential quality and compliance. Emphasize efficiency and a streamlined service delivery model to justify competitive pricing.

Good

Tender Quality Score

This tender for cooling equipment maintenance and repair is generally well-structured, with clear requirements and a straightforward process. However, it lacks explicit evaluation criteria beyond price and has limited sustainability considerations.

Score Breakdown

Legal Compliance75/100

The tender adheres to standard legal requirements for public procurement, including proper CPV codes and a clear procedure. Deadlines appear reasonable, and there is no indication of disputes. The reliance on electronic submission and the Hankepass suggests regulatory compliance.

Clarity80/100

The description of the service is clear, and the requirements are documented, particularly regarding technical specifications and submission formats. The conditions for accessing technical details (confidentiality declaration) are also specified.

Completeness70/100

Most basic information is present, including estimated value and deadlines. However, the contract duration is not explicitly stated, and while documents are attached, the full technical specifications are only accessible after signing a confidentiality agreement, which could be considered a minor completeness issue for initial review.

Contract duration not specified
Fairness85/100

The tender promotes fairness through e-submission and e-procurement. Objective criteria are partially defined (price-based evaluation). The requirement for a confidentiality declaration to access technical specifications is a standard practice but could be seen as a slight barrier to full transparency for all potential bidders initially. The exclusion of subcontractors connected to the Russian Federation is a geopolitical requirement, not company-specific tailoring.

Practicality65/100

E-submission is mandated, and a URL for the e-procurement portal is provided. The estimated contract start date is mentioned. However, financing information is absent, and the contract duration is not specified, impacting the overall practicality for bidders planning long-term.

Financing information missing
Contract duration not specified
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and deadlines are populated. There are no indications of suspension or disputes. The dates provided (reveal, submission, opening) are logically sequenced.

Sustainability50/100

There are no explicit mentions of green procurement, social aspects, or innovation within the provided tender details. The tender is not indicated as EU funded.

No green procurement criteria
No social criteria

Strengths

Clear description of services
Mandatory e-submission and e-procurement
Well-defined CPV code
Reasonable submission deadline

Concerns

Missing explicit evaluation criteria beyond price
Contract duration not specified
Lack of sustainability considerations

Recommendations

1. Specify contract duration for better planning.
2. Include explicit evaluation criteria beyond price to encourage broader competition.
3. Incorporate sustainability aspects (e.g., energy efficiency of equipment, waste management) into the tender requirements.
