Tender Quality Score

This tender for a vegetation survey is generally well-structured with clear requirements and a reasonable estimated value. However, it lacks explicit evaluation criteria and details on document content, impacting its overall completeness and fairness.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with basic legal requirements, including a clear CPV code and an open competition procedure. Deadlines are provided, though the submission deadline might be considered tight given the contract start date. No disputes are reported. The procedure is 'Below threshold - open competition', which is a valid classification.

Clarity80/100

The description of the required vegetation survey is clear and detailed, outlining specific tasks such as plot relocation, GPS recording, species identification, data recording on an Excel template, quality assurance, reporting, and soil sampling. The AI-extracted requirements further elaborate on these points.

Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, duration, and start date. However, the 'TENDER DOCUMENTS' section indicates 'Documents with content/summaries: 0', which is a significant gap. The absence of specified evaluation criteria also detracts from completeness.

No document content available
Missing evaluation criteria
Fairness85/100

The tender is an open competition, and the requirements are described objectively, focusing on the technical aspects of the survey. The estimated value is disclosed. However, the lack of accessible document content and specified evaluation criteria could be perceived as a fairness issue, as bidders cannot fully assess the scope or how their bids will be judged.

No document content available
Missing evaluation criteria
Practicality65/100

The contract start date is shortly after the submission deadline, which might be challenging for bidders. The tender does not explicitly mention e-submission, and the lack of document content makes it difficult to assess the practicality of the submission process. Financing information is not detailed.

No e-submission mentioned
No document content available
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, duration, and dates are populated. The status is 'active', and there are no reported disputes or suspensions. The dates provided (submission deadline and contract start) are logically ordered, although the gap is short.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is also not indicated as EU funded. This suggests a lack of emphasis on sustainability criteria.

Not green procurement
No social criteria
