Original Tender Description

The Authority is seeking a contractor to carry out grounds maintenance across newly acquired public open spaces in Brockworth and Hucclecote (Coopers Edge). The land consists mainly of grassed areas with hedges, trees, shrub borders and public pathways. The contractor will be responsible for maintaining these areas to a high and consistent standard, ensuring they remain safe, tidy and visually appealing for the community. (These are ground maintenance works only) The service includes regular grass cutting during the growing season, winter hedge and shrub maintenance, basic tree care, and hand‑weeding throughout the year. No herbicides or pesticides are permitted. The contractor must operate safely in a publicly accessible environment, manage waste responsibly, and keep clear records with photographic evidence of each visit. The contract period will be two years, with the option to extend for a further two years and is anticipated to commence in spring 2026.

Tender Quality Score

This tender for grounds maintenance is generally well-structured with clear service descriptions and essential financial information. However, it lacks explicit evaluation criteria, a clear indication of e-submission, and sustainability considerations.

Score Breakdown

Legal Compliance70/100

The tender appears to comply with basic legal requirements for an open competition below the threshold. The CPV code is appropriate, and there are no immediate flags for disputes. The deadlines, while perhaps tight, are stated. A missing reveal date is a minor issue.

Missing reveal date
Clarity85/100

The description of services required for grounds maintenance is clear and specific, detailing tasks such as grass cutting, hedge maintenance, and tree care, along with explicit prohibitions on herbicides. The requirements are well-documented within the description.

Completeness75/100

Key information such as estimated value, contract duration, and start date is present. The CPV code and NUTS code are provided. However, the lack of accessible tender documents with content limits the overall completeness assessment.

No document content available
Fairness80/100

The tender is an open competition, indicating a good level of fairness. The estimated value is disclosed. While objective criteria are not explicitly stated, the requirements are described in a way that should allow for objective assessment if a clear evaluation methodology is applied internally. Full document access is hindered by the lack of content.

Missing evaluation criteria
Practicality60/100

The tender specifies a contract start date and duration. However, the absence of information regarding e-submission and a clear URL for document access reduces its practicality for potential bidders. The funding source is not specified.

No e-submission
No document URL
Data Consistency90/100

Key fields such as title, reference number, organization, estimated value, and deadlines are populated and appear logically consistent. There are no stated disputes or suspensions. The dates provided for submission and start are within a reasonable sequence.

Sustainability20/100

There is no explicit mention of green procurement, social aspects, innovation, or EU funding. The prohibition on herbicides is a minor environmental control, but it does not represent a broader sustainability strategy for the tender.
