Tender Quality Score

This tender for the Holiday Activity and Food Programme offers a clear description of services and a substantial estimated value. However, it lacks explicit evaluation criteria and details on financial requirements, impacting completeness and potentially fairness.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement regulations, including the use of a proper CPV code and an open procedure. Deadlines are provided, though their reasonableness is subjective. No disputes are indicated. The mention of 'Successor Body' adds a layer of complexity but is likely a standard clause for local government reform.

Clarity80/100

The description of the HAF Programme and its objectives is clear and detailed, outlining the expected duration, frequency, and target beneficiaries. The minimum standards for provision are well-defined. The link to the tender documents is provided.

Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, and contract duration. However, specific financial requirements (e.g., turnover) are not detailed, and evaluation criteria are missing, which are crucial for bidders.

Missing evaluation criteria
No specific financial requirements mentioned
Fairness85/100

The tender is an open procedure, allowing broad access. The estimated value is disclosed. Requirements are generally objective and focused on service delivery. The use of a public e-procurement portal is implied by the provided URL. No specific company tailoring is evident.

Practicality65/100

The tender provides a URL for document access and submission. The contract start date and duration are specified. However, the absence of explicit e-submission details and financing information reduces practicality. The deadline is provided, but its feasibility for reviewing extensive documentation is a concern.

No explicit e-submission details
Financing information not detailed
Data Consistency90/100

Key fields such as title, reference, organization, value, and deadlines are populated. The dates provided (submission deadline, contract start) are logical. No suspensions or disputes are indicated.

Sustainability50/100

While the HAF programme inherently has social benefits by supporting vulnerable children, there are no explicit mentions of green procurement, social value beyond the core program, or innovation as specific evaluation criteria or requirements.

No explicit green procurement criteria
No explicit social value criteria beyond core program

Strengths

Clear description of HAF Programme objectives and standards
Substantial estimated value disclosed
Open procedure for broad participation
CPV code and reference number provided

Concerns

Missing evaluation criteria
Lack of specific financial requirements
No explicit sustainability or innovation focus
Potential for a short submission window given the complexity

Recommendations

1. Specify evaluation criteria to guide bidders.
2. Detail financial requirements and any pre-qualification thresholds.
3. Consider incorporating explicit sustainability and innovation elements if desired.
