Tender Quality Score

This tender outlines a comprehensive framework agreement for dental solutions with a substantial estimated value. While generally well-structured, it lacks specific evaluation criteria and details on submission methods, impacting its overall practicality and clarity.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general legal requirements for framework agreements, including a clear CPV code and a defined contract duration. The reference to the Procurement Act 2023 and retained EU law suggests adherence to UK and relevant EU procurement regulations. However, the absence of a specified procedure type and the 'planning' status raise minor concerns about the immediate legal enforceability of the current document.

Procedure type is not specified.
Clarity80/100

The description of the framework and its lots is detailed and provides a good overview of the scope of services and goods. The eligibility criteria for potential users are also clearly outlined. However, the lack of explicit evaluation criteria for bids makes it difficult for suppliers to understand how their submissions will be assessed.

No evaluation criteria specified.
Completeness70/100

Key information such as the title, reference, organization, estimated value, contract duration, and start date are present. The CPV code is provided, and the description is extensive. However, the absence of any downloadable document content or summaries for the tender documents is a significant gap, preventing a full assessment of completeness.

No document content available.
Fairness85/100

The framework is open to a broad range of UK contracting authorities, promoting fair access. The division into lots allows suppliers to focus on specific areas of expertise. The disclosure of the estimated value and the open nature of the framework contribute to fairness. The use of a downloadable spreadsheet for envisaged users, while requiring an external link, is a reasonable approach.

Practicality65/100

The tender is in the planning stage, and the submission deadline is relatively short given the complexity and value of the framework. The lack of information regarding e-submission methods or specific document submission requirements reduces practicality. The contract start date is provided, but financing information is absent.

No e-submission specified.
Deadline may be too short.
Data Consistency90/100

The key fields such as title, reference, organization, estimated value, and dates are populated logically. The contract duration and start date are consistent. There are no reported disputes or suspensions, indicating good data integrity.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is also not indicated as EU funded, which limits the sustainability score.

Not green procurement.
No social criteria.

Strengths

Comprehensive description of framework scope and lots.
Clear eligibility criteria for framework users.
Substantial estimated value and long contract duration.
Open framework agreement structure.

Concerns

Missing evaluation criteria.
No document content available for review.
Lack of specified e-submission method.
Absence of sustainability considerations.

Recommendations

1. Provide clear evaluation criteria for bid assessment.
2. Make tender documents accessible with content summaries or direct links.
3. Specify the e-submission platform and process.
