Original Tender Description

North Tyneside Council is seeking tenders for the delivery of residential insulation works across its domestic stock, including the removal and disposal of existing. The works predominantly support the works of the Responsive Repairs team, and particularly the Condensation, Mould and Damp team. The aim is to improve energy efficiency, ensure compliance with building standards, and remediate any performance issues associated with existing insulation. Residential insulation work is considered predominantly a responsive service. Demand will therefore fluctuate throughout the year and volume of work cannot be guaranteed.

Tender Quality Score

This tender provides a clear description of the works required for residential insulation and includes essential financial and timeline information. However, it lacks specific details on evaluation criteria and mandatory requirements, impacting completeness and potentially clarity in certain aspects.

Score Breakdown

Legal Compliance75/100

The tender appears to follow standard open procedure. A clear CPV code (45000000) is provided. There's no immediate indication of disputes or regulatory non-compliance based on the provided data. Deadlines are present, although one might argue the submission deadline could be tighter for a project of this nature if complex documentation is expected.

Clarity80/100

The description of the works is generally clear, outlining the scope of insulation, removal, and disposal for domestic properties. The objective to improve energy efficiency and compliance is well-stated. However, the absence of specified evaluation criteria means bidders cannot fully understand how their submissions will be judged.

No evaluation criteria specified
Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, duration, and start date. However, the AI-extracted requirements list several categories (Mandatory Exclusion Grounds, Eligibility, Financial, Submission) as having no specific details, which significantly impacts the completeness of the tender documentation for potential bidders.

Missing detailed requirements in several categories (exclusion, eligibility, financial, submission)
No document content/summaries available
Fairness85/100

The tender is an open procedure, which promotes broad access. The estimated value is disclosed. The lack of specific exclusionary or eligibility criteria (as flagged under completeness) means there are no obviously tailored requirements to specific companies, suggesting a fair approach. However, the absence of explicit evaluation criteria could be a concern for some bidders.

Practicality65/100

While a contract start date and duration are provided, the absence of a document URL for the tender documents and no explicit mention of e-submission methods (though implied by 'open procedure') reduces practicality. The financing information is also not detailed.

No document URL provided
No explicit mention of e-submission platform
Data Consistency90/100

Key fields such as title, reference, organization, value, dates, and CPV code are populated logically. There are no indications of suspension or disputes. The dates provided for submission, contract start, and duration are consistent.

Sustainability50/100

The tender does not explicitly mention any green procurement initiatives, social aspects, or innovation focus. There is also no indication that the project is EU funded. This suggests a lack of emphasis on sustainability criteria.

No explicit mention of green procurement
No explicit mention of social aspects

Strengths

Clear description of works
Open procedure for broad access
Essential financial and timeline information provided
CPV code specified

Concerns

Missing detailed evaluation criteria
Lack of specific requirements in key tender sections (eligibility, exclusion, etc.)
No document content or URLs available
Limited information on sustainability aspects

Recommendations

1. Provide detailed evaluation criteria to ensure clarity for bidders.
2. Supplement the 'AI-extracted requirements' with explicit mandatory/eligibility/financial/submission requirements.
3. Include links to tender documents and specify the e-submission platform.
