Original Tender Description

The Archer Academy is an outstanding Secondary School located across two campuses in Finchley in the London Borough of Barnet. The School is tendering its cleaning services with a contract start date of 1st September 2026. The initial term will run for three years, ending on 31st August 2029, with a requirement for termly and annual reviews and a break clause to support both parties should the relationship not prosper. There will be an option to extend for up to two further years (1+1) by mutual agreement, based on qualitative and financial performance. The current contract with Atlas FM has reached the maximum tenure. The School is seeking a professional cleaning contractor who can consistently deliver high cleaning standards across all areas of the school, with robust staffing and supervision arrangements, clear KPIs and performance monitoring, innovative approaches to sustainability, efficiency and continuous improvement and proactive support to the School throughout the contract. The projected turnover for the five-year contract is expected to be circa £470,000. The School is running this procurement as a Competitive Flexible, Two Stage, Open Tender Process. To declare your interest in the tender and download contract documents (available free of charge), please register on https://in-tendhost.co.uk/cohesionconsulting/aspx/Home Once registered, please declare interest in the opportunity to access and download the full document set. In short, the School needs to be convinced that bidders can deliver their commitments in full, achieve high standards and implement service enhancements as promised. If the School is not convinced of this, it reserves the right to consider an insourced solution or make no award. Any investment proposals must align with DfE guidelines.

Tender Quality Score

This tender for cleaning services at The Archer Academy is generally well-structured, with clear objectives and a defined scope. However, it lacks specific evaluation criteria and detailed information on sustainability, which could be improved.

Score Breakdown

Legal Compliance75/100

The tender adheres to general legal compliance by providing a clear procedure, CPV code, and a reasonable submission deadline relative to the contract start date. The absence of explicit dispute information and the presence of a break clause contribute positively. However, the lack of a reveal date for the full tender documents is a minor oversight.

Missing reveal date for full tender documents
Clarity80/100

The description of services required is clear, outlining expectations for high standards, staffing, supervision, KPIs, and innovation. The eligibility and technical capability requirements are well-defined. The conditions for contract extension and the potential for insourcing are also clearly stated.

Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, duration, and CPV code. The contract start and end dates are implied by the duration. However, the full tender documents are not accessible without registration, and their content is not summarized, impacting completeness.

Full tender document content not available/summarized
Access to full documents requires registration
Fairness85/100

The tender is fair, offering full document access free of charge upon registration and disclosing the estimated value. The criteria for extension are based on performance. The procedure is competitive, and there are no obvious requirements tailored to specific companies. The use of an e-procurement platform is a positive aspect.

Practicality65/100

The tender utilizes an e-procurement platform for registration and document access, which is practical. However, the submission process itself is not explicitly detailed as e-submission, and the contract start date is identical to the submission deadline, which is impractical and likely an error. Financing information is not detailed.

Contract start date identical to submission deadline
Financing information not detailed
Data Consistency90/100

Key fields such as title, reference, organization, value, and CPV code are populated. There are no reported disputes or suspensions. The dates provided are logical, although the contract start date coinciding with the submission deadline is a notable inconsistency.

Contract start date identical to submission deadline
Sustainability50/100

While the tender mentions 'innovative approaches to sustainability,' it lacks specific green procurement criteria or social aspects. It is not explicitly stated as EU funded. This area could be strengthened with more defined requirements.

Lack of specific green procurement criteria
Lack of specific social criteria

Strengths
