Tender Quality Score

This tender for consultancy services to re-tender leisure centres is generally well-structured with clear objectives and basic information. However, it lacks detailed technical and financial requirements, and the absence of explicit evaluation criteria is a notable concern.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement procedures for below-threshold contracts. The CPV code is appropriate. While no specific disputes are noted, the absence of a reveal date and explicit evaluation criteria could lead to procedural ambiguities. Deadlines are provided, but their reasonableness is not fully assessable without knowing the complexity of the full documentation.

Clarity80/100

The description of the service required is clear, outlining the need for a consultant to lead the re-tendering of leisure centres. The eligibility requirements are broadly defined but lack specificity. The absence of detailed technical and financial requirements, and crucially, the evaluation criteria, reduces overall clarity.

Missing evaluation criteria
Completeness70/100

Most basic information is present, including title, organization, estimated value, and contract duration. However, the crucial 'Tender Documents' section indicates zero documents with content, which severely impacts completeness. The lack of detailed technical and financial requirements also contributes to this.

No document content available
Fairness85/100

The tender is an open competition, which promotes fairness. The value is disclosed, and the procedure is below threshold, suggesting a less complex process. However, the lack of specific technical and financial requirements, and especially the absence of stated evaluation criteria, could lead to subjective assessments and potentially favour bidders who can better guess the Council's unstated preferences. Full document access is assumed but not explicitly confirmed.

No evaluation criteria specified
Practicality65/100

The tender specifies a contract start date and duration. However, the 'Issues' section flags 'No e-submission', which significantly impacts practicality for modern procurement. The lack of document URLs and financing information also hinders practical assessment.

No e-submission
Data Consistency90/100

Key fields such as title, organization, value, and deadlines are populated. The contract start date and submission deadline are logically ordered. There are no reported disputes or suspensions. The dates provided are consistent.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is also not indicated as EU funded. This suggests a lack of emphasis on sustainability criteria.

Not green procurement
No social criteria
