Score Breakdown

Legal Compliance75/100

The tender appears to adhere to general legal compliance standards with a clear open procedure and a specified CPV code. The submission deadline is provided, and there are no immediate indicators of disputes or regulatory non-compliance. However, the lack of specified evaluation criteria is a minor concern.

Missing evaluation criteria
Clarity80/100

The tender clearly outlines the subject matter, technical specifications (GVW, maintenance duration), and submission process. Document access is described, and the requirements for supplier registration are explicit.

Completeness70/100

Most essential information is present, including title, reference, organization, estimated value, and deadlines. The contract duration and start date are specified. However, the content of attached tender documents is not available, and evaluation criteria are missing, which impacts overall completeness.

No document content available
Missing evaluation criteria
Fairness85/100

The tender uses an open procedure, making it accessible to all suppliers meeting the basic eligibility. The estimated value is disclosed. Requirements for CDP registration and sharing information are clear and appear to be standard practice rather than company-specific tailoring. The electronic submission via a dedicated platform promotes fairness.

Practicality65/100

The tender mandates e-submission via Proactis, which is a practical approach. Document URLs are provided. The contract start date and duration are clear. However, the financing information is not explicitly detailed.

Financing information not explicitly detailed
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and deadlines are populated. There are no indications of suspension or disputes. The dates provided (submission deadline, contract start) are logically sequenced.

Sustainability50/100

The tender does not explicitly mention any green procurement policies, social aspects, or innovation focus. It also does not indicate if it is EU-funded. This suggests a lack of explicit sustainability integration within the procurement process.

Not green procurement
No social criteria

Strengths

Clear technical specifications for the excavator.
Defined procurement procedure (open procedure).
Mandatory e-submission via a dedicated platform.
Disclosure of estimated value.
Presence of a reference number and organization.

Concerns

Missing evaluation criteria for tender assessment.
Lack of content available for tender documents.
No explicit mention of sustainability, green procurement, or social value.
Potential for a short submission deadline (need to assess this against standard practice).
Limited contract duration (1 month) for purchase, delivery, and subsequent 3-year maintenance, which might indicate a phased approach or requires clarification.

Recommendations

1. Publish the evaluation criteria to provide greater transparency to bidders.
2. Consider incorporating specific sustainability or social value objectives into the tender to promote responsible procurement.
3. Ensure that the contract duration accurately reflects the scope of services, particularly the 3-year maintenance period.
