Good

Tender Quality Score

This tender for IVF consumables is generally well-structured with clear product categories and a defined framework, but it significantly lacks explicit evaluation criteria and does not support electronic submission, impacting fairness and practicality.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the open procedure and assigns an appropriate CPV code. There are no reported disputes or suspensions. While a reveal date is missing, this was excluded from the assessment as per instructions. General compliance with UK procurement principles is assumed for an NHS body.

Clarity60/100

The description of the goods and the lot structure is clear and unambiguous. However, the critical absence of specified evaluation criteria significantly reduces clarity for potential bidders, making it difficult to understand how offers will be judged. Financial requirements and mandatory exclusion grounds are also not explicitly detailed in the provided summary.

Missing evaluation criteria
Financial requirements not explicitly stated in summary
Completeness65/100

Basic information such as title, reference, organization, value, duration, and location is complete. Documents are available. However, the tender is incomplete due to the critical absence of evaluation criteria and the lack of explicit financial requirements in the provided information. The 'Liable Person' field and procedure codes are also empty.

Missing evaluation criteria
Financial requirements not explicitly stated
Fairness55/100

The estimated value is disclosed, and the requirements appear generic and not tailored to a specific company, with a multi-lot structure promoting broader participation. However, the critical absence of evaluation criteria severely compromises the objectivity and transparency of the process. Furthermore, the lack of e-submission capability creates an unnecessary barrier and impacts equal access for bidders.

Missing evaluation criteria
No e-submission
Practicality60/100

The contract start date and duration are clearly specified. However, the lack of electronic submission support is a significant practical drawback in modern procurement, potentially increasing administrative burden for bidders. While documents are listed, a direct URL for access is not provided in the snippet.

No e-submission
Data Consistency85/100

The key dates (submission, contract start) are logical and consistent, and the contract duration is clearly stated. There are no reported disputes. Minor inconsistencies include the empty 'Liable Person' field and missing codes for the procedure type.

'Liable Person' field empty
Procedure codes empty
Sustainability20/100

The tender shows no explicit integration of green procurement criteria, social aspects, or innovation focus. This indicates a missed opportunity to leverage public procurement for broader sustainability goals.

No green procurement criteria
No social criteria

Strengths

Clear description of goods/services and lot structure
Transparent estimated value and contract duration
Availability of supporting documents
Generic requirements promoting broad participation

Concerns

Critical absence of evaluation criteria
No support for electronic submission
Lack of explicit financial requirements in summary
No integration of sustainability aspects

Recommendations

1. Mandate the inclusion of detailed and transparent evaluation criteria in the tender documents.
2. Implement an e-submission platform to enhance fairness, accessibility, and efficiency.
3. Integrate sustainability considerations (e.g., environmental, social, innovation) into the procurement process.
