Original Tender Description

The Gambling Commission, an Arm's-Length Body with approximately 400 employees, is commencing early market engagement to inform the potential procurement of an integrated HR, Learning Management System, Payroll, Finance and Commercial system. Our organisation operates in a regulated public sector environment and requires systems that support accurate statutory compliance, strong governance, and efficient end-to-end processes across the employee and financial lifecycle. We are particularly interested in solutions already proven within the UK public sector. This expression of interest is issued solely for market engagement purposes. This is not a call for competition. The purpose is to: - understand the maturity, capability and market availability of systems suitable for small to mid-sized public bodies - assess whether a single integrated platform or a modular "best-of-breed" approach is more suitable - identify functional, technical and commercial considerations that should shape a future procurement - explore implementation options and indicative cost models Suppliers with relevant HR, payroll, learning management, finance and/or commercial/procurement systems are invited to participate.

Tender Quality Score

This is a pre-market engagement notice for corporate services IT, focusing on understanding market capabilities rather than a formal procurement. It is well-structured but lacks specific details on evaluation criteria and financial aspects.

Score Breakdown

Legal Compliance75/100

The notice is for market engagement, not a formal procurement, which explains the absence of a formal procedure and specific deadlines for submission beyond the market engagement period. The CPV code is appropriate. The lack of a formal procedure means traditional legal compliance checks are less applicable, but the overall structure is sound for its stated purpose.

Clarity80/100

The purpose and objectives of the market engagement are clearly articulated. The description of the organization and its needs is understandable. However, specific evaluation criteria for the market engagement responses are not detailed, which could lead to ambiguity in how feedback will be assessed.

No evaluation criteria specified
Completeness70/100

Key information such as the organization, title, reference, and contract duration is present. The contract start date is provided. However, the estimated value is not disclosed and is classified, which is a significant omission for a typical tender. The lack of content in attached documents is also a concern.

Value not disclosed
No document content available
Fairness85/100

As this is a market engagement exercise, fairness is assessed based on the accessibility of information and the objective nature of the engagement. The notice is open to all suppliers with relevant systems, and the stated purpose is to gather broad market intelligence. The preference for solutions proven in the UK public sector is a reasonable, objective criterion for this specific public body.

Practicality65/100

The notice provides a submission deadline for the market engagement. The contract duration and start date are specified. However, there is no mention of e-submission, and financing information is absent. The lack of specific details on how to submit responses or what format is expected impacts practicality.

No e-submission
Missing financing information
Data Consistency90/100

Key fields such as title, reference, organization, and dates are populated logically. There are no indications of suspension or disputes. The contract start date is well into the future, which is consistent with a planning phase.

Sustainability50/100

The notice does not mention any specific green procurement, social aspects, or innovation focus. This is a missed opportunity to signal the organization's commitment to these areas in its future procurement planning.

Not green procurement
No social criteria
