Original Tender Description

Norfolk County Council is seeking to lease 8 health stations in year one and 7 health stations in subsequent years to provide an appropriate health check to individuals aged 16 years and above, enabling them to assess their health, identify risk, understand the appropriate next steps and have a record of their health check. Subject to successful funding the requirement may increase to 8 health stations for subsequent years. The health stations will be place based across Norfolk based upon health data and evidence and local insight regarding settings. Locations will be in areas of high deprivation where footfall and access can be maximised, such as a library, leisure centre, shopping centre, or other community settings.

Tender Quality Score

This tender for health check machines is generally well-structured, with clear descriptions and objectives. However, it lacks specific evaluation criteria and details on submission methods beyond a deadline.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with standard procedural requirements, including CPV codes and basic organizational details. Deadlines, while provided, are noted as potentially short by the system. The lack of a reveal date is a minor procedural oversight.

Missing reveal date
Clarity80/100

The description of the required health stations and their placement is clear and detailed, outlining the purpose and target demographic. The 'AI-extracted requirements' section further clarifies expected capabilities, although specific technical specifications are not deeply elaborated.

Completeness70/100

Key information such as estimated value, contract duration, and start date are present. However, the absence of content in the tender documents and the lack of specified evaluation criteria reduce the overall completeness.

No document content available
Missing evaluation criteria
Fairness85/100

The tender promotes fairness by disclosing the estimated value and using an open procedure. The requirements are generally objective, focusing on the service provision rather than specific suppliers. The lack of tailored requirements for specific companies contributes to a high fairness score.

Practicality65/100

The tender specifies a contract start date and duration, and financing is implied through the estimated value. However, the absence of explicit information on e-submission and document URLs limits practicality. The requirement for bids in multiple languages, while not explicitly detailed as a submission requirement, could impact practical accessibility if not managed through a central platform.

No e-submission detailed
Data Consistency90/100

Essential fields such as title, reference, organization, value, and deadlines are populated. Dates appear logically sequenced, and there are no indications of suspensions or disputes, contributing to high data consistency.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects, or innovation. It is also not indicated as EU funded, leading to a lower score in this category.

Not green procurement
No social criteria
