Original Tender Description

Salisbury City Council (SCC) intends to establish a new Commercial Waste Collection, Disposal and Recycling Services contract covering the collection, transportation, processing, reuse/recycling and lawful disposal of commercial and municipal waste generated at Council-managed locations in Salisbury. It forms the principal operational standard and contract deliverable. The new contract will consolidate several existing short-term arrangements currently delivered by external providers into a single, integrated service. This will enable greater service consistency, operational efficiency, value for money, and compliance with all relevant environmental legislation. The contract will play a key role in maintaining Salisbury’s public spaces as clean, safe, and welcoming environments, supporting the Council’s long-term sustainability and environmental objectives. SCC is committed to maintaining high standards of cleanliness and environmental performance. The new contract will cover the management of green waste from parks and open spaces, spoil tip waste from cemeteries, litter and refuse from street bins (including sweeper waste), and waste from council buildings and operational sites. Waste Stream Data (2024–2025) The following figures represent the baseline tonnage data for the 2024–2025 reporting period and will be used to inform the new contract: Waste Stream Tonnes General Waste (DNH) 240.69 Dry Mixed Recycling 7.00 Glass 0.30 Mixed Recyclables 15.49 Mixed Commercial Waste 7.20 Municipal Waste 31.86 Biodegradable Waste 10.22 Wood 1.12 Total Waste Managed All Streams 313.88 (These figures form the baseline for ongoing reporting, performance comparison, and service improvement targets.)

Tender Quality Score

This tender for commercial waste collection services is well-structured with clear objectives and baseline data, but lacks specific evaluation criteria and details on submission requirements, impacting its overall practicality and completeness.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement principles, including a clear CPV code and a reasonable contract duration. However, the absence of a specified procedure type and the potential for a short submission deadline (if the 'planning' status implies a very near future) could be minor concerns. No disputes are reported.

Clarity80/100

The description of services required is clear, detailing the scope of waste streams and the council's objectives. The baseline waste data provided is helpful for potential bidders. However, the lack of specified evaluation criteria leaves a significant gap in understanding how bids will be assessed.

Missing evaluation criteria
Completeness70/100

Key information such as estimated value, contract duration, and start date are present. The description is detailed, and baseline data is provided. However, the absence of specific mandatory exclusion grounds, eligibility requirements, financial requirements, and detailed submission requirements means crucial documentation is missing.

No specific mandatory exclusion grounds listed
No specific eligibility requirements listed
Fairness85/100

The tender is structured to allow for broad participation by not specifying requirements tailored to particular companies. The estimated value is disclosed, and the criteria, while not fully detailed, are presented as objective (e.g., service consistency, efficiency, environmental legislation compliance). The division into parts suggests an effort to allow smaller companies to bid on specific aspects, though this is not explicitly stated as a goal.

Practicality65/100

The tender is in a 'planning' status, and while a submission deadline is provided, the lack of information on e-submission methods and the absence of explicit financing details or a clear contract start date (beyond a general timeframe) reduce its immediate practicality for bidders. The lack of document content available for review is also a significant practical barrier.

No e-submission specified
No document content available
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and CPV code are populated. The dates provided (submission deadline, contract start) are logically sequenced, and there are no reported disputes or suspensions. The 'planning' status is consistent with the future dates.

Sustainability50/100

While the description mentions supporting the Council's long-term sustainability and environmental objectives, there are no explicit requirements for green procurement, social aspects, or innovation. The tender is not indicated as EU funded.

Not green procurement
No social criteria
