Tender Quality Score

This tender for rural highway verge maintenance is generally well-structured with clear objectives and a defined scope. However, it lacks explicit evaluation criteria and details on document content, impacting overall transparency and accessibility.

Score Breakdown

Legal Compliance75/100

The tender adheres to open procedure and specifies a CPV code. Deadlines are provided, though the submission deadline might be considered tight given the complexity of lotting. No disputes are noted. Regulatory compliance is mentioned as a requirement for the service.

Clarity80/100

The description of the service and the division into 17 lots is clear. The contract duration and extension options are specified. The use of NEC4 terms is noted. However, the absence of explicit evaluation criteria leaves some ambiguity on how bids will be assessed.

No evaluation criteria specified
Completeness70/100

Basic information such as title, reference, organization, estimated value, and contract duration are present. The CPV code is provided. However, the lack of accessible document content is a significant omission, hindering a full assessment of completeness.

No document content available
Fairness85/100

The tender is open, and the division into lots allows for broad participation. The limit on the number of lots a single contractor can win (8) and the maximum number of lots a bidder can submit for (10) promotes competition. The ranking requirement is a clear submission instruction. The value is disclosed. However, the lack of explicit evaluation criteria could be perceived as less fair.

Practicality65/100

The tender specifies a contract start date and duration. Financing information is not explicitly detailed, and the absence of e-submission details is a drawback. The division into multiple lots increases administrative complexity for bidders.

No e-submission
Data Consistency90/100

Key fields like title, reference, organization, value, and deadlines are populated. The dates provided (submission deadline, contract start) are logical. There are no indications of suspension or disputes.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, or innovation. The tender is not indicated as EU funded. This suggests a lack of focus on sustainability criteria.

Not green procurement
No social criteria

Strengths

Clear division into manageable lots
Defined service scope and contract duration
Open procedure with disclosed estimated value
Use of standard contract terms (NEC4)

Concerns

Lack of sustainability considerations

Recommendations

1. Publish detailed evaluation criteria.
2. Provide access to all tender documents with content.
3. Consider incorporating sustainability elements into the tender.
