Original Tender Description

The Authority requires a Surface Finish (SF) capability to support Air Systems in the Project URD. This capability is essential to ensure the continued airworthiness of these Air Systems, as mandated by the relevant Platform Engineering Authorities. Additionally, the Authority requires an SF capability for Mechanical Transport (MT) and Aircraft Ground Support Equipment (GSE) collectively called ASE to support corrosion control and visual signature management in line with current policies. The SF capability will also be required to deliver miscellaneous station support tasks, such as the production of signage and other station workshop outputs. This capability must be readily accessible to all RAF stations across the UK and to UK Strategic Command (UKStratCom) Permanent Joint Operating Bases (PJOBs) overseas.

Tender Quality Score

This tender for surface finishing capabilities for the RAF is well-structured with clear objectives and a substantial estimated value. However, it lacks specific evaluation criteria and details on document content, impacting completeness and clarity.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement regulations, with a clear CPV code and a stated organization. The procedure type is not specified, which is a minor omission. Deadlines are provided, though their reasonableness for a tender of this scale could be questioned. No disputes are reported.

Clarity80/100

The description of the required surface finishing capability is detailed and understandable, outlining the scope for air systems, mechanical transport, and ground support equipment. However, the absence of specified evaluation criteria makes it unclear how submissions will be assessed.

Missing evaluation criteria
Completeness70/100

Basic information such as title, reference, organization, estimated value, and contract duration are present. However, the lack of content or summaries for the four attached tender documents is a significant gap, hindering a full understanding of the requirements and process. The 'Type' and 'Procedure' fields are also empty.

No document content available
Empty 'Type' and 'Procedure' fields
Fairness85/100

The tender discloses the estimated value and provides a clear description of the required capabilities, suggesting a fair approach. The requirements are broadly defined, not appearing to be tailored to specific companies. The use of e-procurement is implied but not explicitly stated as mandatory. The deadline, while provided, might be considered short for a tender of this magnitude.

Practicality65/100

The tender specifies a contract start date and duration. However, it does not explicitly mention e-submission, and the URL for documents is not provided. Financing information is also absent. The deadline is noted as potentially short.

Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and dates are populated. There are no reported disputes or suspensions. The dates provided (submission deadline, contract start) appear logically sequenced.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is also not indicated as EU funded, which limits the sustainability score.
