Original Tender Description

Medway Council is seeking to commission an effective, accessible, and equitable All-Age Drugs and Alcohol Prevention, Treatment, and Recovery Service. The service will support children, young people, and adults in accessing a full range of interventions, including harm reduction, clinical and psychosocial treatment, one-to-one and group support, outreach, recovery services, and education. A comprehensive Health Needs Assessment has identified gaps in the local system, such as challenges in transitions between young people's and adult services, unmet needs in both children and adults, and the need for trauma-informed approaches, co-production, and lived experience informed service delivery. Medway aims to commission a fully integrated all-age model to remove barriers and ensure smooth transitions for service users. Currently, young people's and adult substance misuse services operate under separate contracts. This new arrangement is a significant step towards aligning contracts, pathways, governance, and workforce under a single lead provider model. The core principles for the new contract include tailored, person-centred, and age-appropriate care; prevention and early intervention; recovery-focused support; accessible and flexible services; partnership and integrated working; lived experience and co-production; safeguarding and safety; evidence-based innovation and accountability; and staff wellbeing and development. The provider will also be required to deliver a successful Individual Placement Support (IPS) program. The contract will run for an initial 36 months with two optional 24-month extensions. Medway Council intends to procure this service through competitive tender under the NHS Health Care Services (Provider Selection Regime) Regulations 2023. More information is available on the eSourcing portal.

Score Breakdown

Legal Compliance75/100

The tender follows an open procedure and specifies the relevant CPV code. The estimated value and contract duration are provided. The reference to the NHS Health Care Services (Provider Selection Regime) Regulations 2023 indicates adherence to specific legal frameworks. However, the absence of a reveal date for evaluation criteria could be a minor concern regarding procedural transparency.

Clarity80/100

The description of the service required is comprehensive, detailing the scope, objectives, and core principles. The AI-extracted eligibility and technical capability requirements are clearly outlined, providing a good understanding of what is expected from potential providers. The link to the eSourcing portal is provided for further information.

Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, and contract duration. The submission deadline and contract start date are specified. Fairness85/100

The tender uses an open procedure, which promotes fairness. The estimated value is disclosed, and the criteria for the service appear objective and focused on service delivery outcomes. The use of an eSourcing portal for submission is also a positive aspect. There are no obvious requirements tailored to specific companies.

Practicality65/100

The tender specifies an e-submission portal and provides a direct URL for responding. The contract start date is clear. However, the 'Checks' section indicates 'No e-submission', which contradicts the provided URLs for responding and obtaining more information, creating confusion. Financing information is not explicitly detailed beyond the estimated value.

Contradiction regarding e-submission availability
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and deadlines are populated. The contract duration and start date are logically presented. There are no indications of suspension or disputes. The CPV code is provided and relevant.

Sustainability50/100

The tender mentions 'Evidence-Based Innovation and Accountability' and 'Staff Wellbeing and Development' as core principles, which touch upon social and innovation aspects.
