Tender Quality Score

This tender for VR simulator machines is generally well-structured with clear e-procurement processes, but lacks detail on evaluation criteria and sustainability aspects, and its voluntary adherence to procurement legislation raises minor concerns.

Score Breakdown

Legal Compliance60/100

The tender is active and uses an open procedure. While the CPV code is provided, the explicit statement that the University is not a contracting authority and voluntarily operates under the Procurement Act introduces ambiguity regarding regulatory compliance. The absence of specified evaluation criteria is a significant omission. Deadlines appear reasonable given the context.

Voluntary adherence to Procurement Act introduces ambiguity.
No evaluation criteria specified.
Clarity75/100

The description of the required items (10 Dental Training VR Simulator Machines) is clear. However, the full technical specification is only available after expressing interest, which could be more accessible upfront. The process for submitting questions is clearly defined.

Full technical specification only available after expressing interest.
Completeness70/100

Basic information such as title, reference, organization, estimated value, and contract duration are present. The submission deadline and contract start date are specified. However, the lack of available tender document content and the absence of evaluation criteria detract from overall completeness.

Missing evaluation criteria.
Fairness80/100

The tender is open, and the estimated value is disclosed. The use of an e-tendering system promotes transparency. The criteria for evaluation are not specified, which could be a concern for bidders. There are no apparent requirements tailored to specific companies.

The tender utilizes an e-submission system, which is practical. A URL for the e-tendering system is provided. The contract start date is specified. Financing information is not explicitly detailed, and the contract duration is relatively short (12 months).

Financing information not explicitly detailed.
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and deadlines are populated. There are no reported disputes or suspensions. The dates provided (submission deadline, contract start) are logical and do not present inconsistencies.

Sustainability30/100

There is no mention of green procurement, social aspects, or innovation within the tender details. It is also not indicated as EU funded. This suggests a lack of focus on sustainability criteria.
